Public service announcements designed to warn parents of the potential dangers of sexual predators awaiting their children in cyberspace were released Thursday.

The campaign, dubbed Project Safe Childhood, also targets would-be predators and warns them that viewing, downloading, producing or distributing child pornography is a major federal offense that carries steep penalties.

“It will ruin your life,” says one ad that shows a young man sitting behind bars.

Another depicts a young boy sitting amid a host of unsavory characters while he is actually sitting in his bedroom, and another shows a young girl getting ready to meet a handsome man named “Ricky,” who is in reality a not-so-handsome child molester.

The ads, which will run on television, radio, the Internet and printed publications, were unveiled by U.S. Attorney Karen Hewitt at a news conference. A host of law enforcement officials were also in attendance, including San Diego Police Chief William Lansdowne, FBI Special Agent Keith Slotter, and representatives from Immigration and Customs Enforcement, the Department of Justice, Imperial County and other agencies.

Hewitt said many children are on the Internet regularly.

“They are not safe, even with their parents in the next room,” she said.

The message to parents is to never underestimate the real danger from individuals who want to sexually exploit children, Hewitt said.

She cited two recent cases as examples. In the first case, a man was talking girls into committing sex acts on a Web cam. He later downloaded the video and distributed it. In the other case, a Carlsbad man admitted to having more than 12,000 images of children as young as 6 years old engaged in sex acts with adults.

The ads, two of which are also produced in Spanish, urge parents to become more informed and supervise their children’s online activities.

“They just don’t know how at-risk they are,” Hewitt said.

Michael Gilpin +Enabling Wife = Repeat Sex Offender

A Portales couple was arrested Tuesday on more than 150 child pornography charges, according to a press release from the Roosevelt County Sheriff’s Office.

According to the release:

• Michael Gilpin, 57, is charged with 100 counts of sexual exploitation of children, 18 counts of conspiracy to commit sexual exploitation of children and tampering with evidence. Joy Gilpin, 46, is charged with 18 counts of sexual exploitation of children and 18 counts of conspiracy of sexual exploitation of children.

The Gilpins lived in the Greyhound Apartments on North Avenue K.

• A search warrant executed on Nov. 19 resulted in the recovery of computers, computer equipment, storage devices and numerous articles of photographic media related to children.

• Chief Deputy Sheriff Malin Parker Police said computer forensic personnel discovered literally hundreds of sexually oriented photos of what appeared to be young children. He said numerous photographs of the Gilpins were discovered depicting sexual acts with persons believed to be under the age of 18 years.

• The sheriff’s office had received information of concerns from a citizen that Michael Gilpin, a registered sex offender, had been observed taking or attempting to take photographs of neighborhood children. There were also concerns the Gilpins had invited children into their residence to watch movies.

• Michael Gilpin is being held on a $500,000 cash bond at the Roosevelt County Detention Center. Joy Gilpin is being held on a $250,000 cash bond.

• Michael Gilpin was convicted of computer pornography involving children in 2003 in St. Tammany, La., according the New Mexico Department of Public Safety’s sex offender registry Web site.

• The sheriff’s office has arrested four registered sex offenders in the past eight months for offenses related to the Sex Offender Notification and Registration Act.

Enos Dailey – Repeat Sex Offender – Gets 12 years

A Los Osos man who exposed himself to children in that town and Morro Bay was sentenced to a dozen years in prison this week.

Enos Dailey, 30, was ordered Wednesday to serve the prison time after being convicted of five felony charges of annoying or molesting a child under age 18 and having a prior felony. His sentenced doubled from six to 12 years because of the prior felony, said officials Thursday at the District Attorney’s Office.

Neither Dailey nor the victims spoke at the sentencing.

Dailey is a registered sex offender and was parole for a previous child molestation conviction.

Rodney Chism + Enabling Mother = Repeat Sex Offender

The son of a Shreveport day care owner is accused of sex crimes involving two youths. And she is charged with perjury.

Their arrests this week are the latest in an investigation into allegations of sexual assaults at Smart Start Learning Center Express.

Rodney Chism, 45, was booked Tuesday on two counts of molestation of a juvenile, said Lea Hall, of the Caddo district attorney’s office.

And his mother, Katherine Robbins, is accused of lying when questioned before a grand jury.

The warrant also charges Chism with one count each of aggravated rape, aggravated incest and aggravated oral sexual battery, according to the arrest report.

“I can tell you that both of the children from those counts had had contacts with the day care,” Hall said. “One of them was a child that was a customer and one was a family member.”

Chism, a registered sex offender who pleaded guilty in 1999 to carnal knowledge of a juvenile, and Robbins are named in secret indictments a Caddo grand jury returned in November.

Their arrests are the third and fourth in the case spawned by the indictment of Robbins’ son Darrell Chism, 36, in July on charges that he raped young family members. Those charges are unrelated to Smart Start.

On Sept. 17, the state pulled the license for the facility on Hearne Avenue because Robbins failed to perform background checks on all of her employees, among other things, authorities say. And the list of children she provided did not match the children who actually attended the facility.

And Robbins’ niece Tatanisha Kochinskey, 36, has been charge with tampering with evidence.

After the indictment, the state Social Services Department received an anonymous call alleging sexual abuse at the day care. That’s when Shreveport police and the Caddo district attorney’s office got involved. Both have since received numerous calls from parents whose children attended Smart Start.

The molestations began 14 years ago and occurred as recently as the arrest several months ago, authorities said.

It’s unknown whether the Chism brothers worked at the day care, but they did frequent the facility.

Ron Sean Arter Jr – Repeat Sex Offender – Sentenced to 10 years

A 29-year-old Redding man who used a digital camera hidden in a book to secretly film under girls’ skirts was sentenced today to 10 years in federal prison.

Ron Sean Arter was sentenced after pleading guilty in September to possession of child pornography and violating his supervised release condition, a spokeswoman with the U.S. Attorney’s Office said.

Arter was convicted in 2002 of possession and transportation of child pornography and sentenced to 33 months in prison, U.S. Attorney’s Office prosecutors said.

He began a three-year term of supervised release in 2004.

His release included conditions that required him to not commit another criminal offense, possess pornographic material or use a computer to access the Internet, prosecutors said.

In 2006, however, Arter was arrested by Redding police after they discovered that he used a concealed camera to film underneath the skirt of an 11-year-old girl inside a Redding store.

Police said that he also secretly filmed women and girls, including a 9-year-old, at several locations in Redding, including the Mt. Shasta Mall, a toy store and at the candy section of a department store.

In addition, police said, he used his girlfriend’s laptop computer to download and possess child pornography from the Internet.

Arter was indicted last year by a federal grand jury on the child pornography possession and supervised release violation.

The case was investigated by U.S. Immigration and Customs Enforcement, the Department of Homeland Security and the Redding Police Department.

U.S. Attorney’s Office prosecutors said that the case was the product of Project Safe Childhood, a U.S. Department of Justice initiative that increases federal prosecutions of violent sexual predators of children.
