Shawn M. Mahoney – Victims in Child Pornography Identified

Hundreds of the images Shawn M. Mahoney received and passed on to other Internet users included the sexual abuse of pre-pubescent girls as young as two and four-years-old.

“The images included pictures of real children, identified by the National Center for Missing and Exploited Children,” according to statement of facts in his case.

U.S. District Court Judge Claude M. Hilton sentenced Mahoney, 37 of Arlington, on Friday, June 5 to 70 months in federal prison for receipt of child pornography.

Mahoney, who pled guilty in February, will remain under court supervision for 15 years and will be required to register as a sex offender in any area where he lives, works or attends school.
During several chats with undercover officers on an Internet chat room and file-sharing program, Mahoney sent child pornography to an ICE undercover agent, according to Dana J. Boente, U.S. Attorney for the Eastern District of Virginia, and James Dinkins, of the U.S. Immigration and Customs Enforcement.

When officers searched Mahoney’s house and computer, they discovered that Mahoney received thousands of images of child pornography during dozens of chat sessions with other users of the file-sharing program.

Arlington County Police Department investigated the case with U.S. Immigrations and Customs Enforcement. Assistant U.S. Attorney John Eisinger and Assistant U.S. Attorney Andrew McCormack, on detail from the Department of Justice’s Child Exploitation and Obscenity Section, prosecuted the case.

Benjamin Burnett – Plead Guilty to Child Porn

Federal prosecutors say Benjamin Burnett, 31, of Grand View, Idaho, pleaded guilty today to possession of sexually explicit images of minors.

The investigation began when agents of the Department of Homeland Security, Immigration and Customs Enforcement and Idaho Internet Crimes Against Children Taskforce developed suspicion that activity involving sexually explicit images of minors had taken place using a Yahoo! e-mail account assigned to Burnett.

Burnett’s personal information and credit card had been used to make payments for memberships to commercial Web sites known to be selling child pornography.

Burnett’s home was searched on Oct. 28, 2008, and authorities recovered computer media containing sexually explicit images and videos depicting prepubescent minors in various sexual acts.

Investigators were able to identify 15 minor victims of abuse depicted in 69 of the images. The photos were produced in France, Switzerland, Germany, England, Sweden, Florida, Pennsylvania, Missouri, Illinois, and Washington state.

Sentencing is set for Aug. 6, 2009, in Boise.

The charge carries a maximum sentence of 10 years in prison, with no possibility of parole, a fine of up to $250,000, and supervised release for at least five years, up to life.

Christopher D. Johnson – Repeat Sex Offender – 7 years for child porn

A Salem sex offender was sentenced Tuesday in U.S. District Court to more than seven years in prison after he pleaded guilty to possessing child pornography.

District Judge Garr King sentenced Christopher D. Johnson, 44, to 87 months in prison and a 10-year term of post-prison supervision. He is not currently in custody but will begin serving the term July 2.

Johnson allegedly paid for subscription access to child porn on the Internet. Immigration and Customs Enforcement agents served a search warrant at Johnson’s apartment in November 2007.

On his personal computer they found images and videos of child porn.

At the time, he was on probation for a 2004 child porn conviction in California and was registered as a sex offender with Oregon State Police.

August Billek – Part-time Santa & Clown busted for child pornography

A 50-year-old Springfield man who works part time as a Santa Claus and as a clown has been charged in U.S. District Court with receiving and possessing child pornography.

August Billek of the 800 block of East Miller Street was ordered detained pending trial following his arrest on Monday.

According to an affidavit filed in support of the criminal complaint against Billek, a law enforcement officer on Jan. 22 identified a computer offering to participate in distributing what appeared to be child pornography via a peer-to-peer network.

The officer browsed the computer, which later was identified as Billek’s, and allegedly identified five movie files depicting children engaged in sexual activity, including with adult men and women.

A federal search warrant was executed at his residence Monday.

Billek’s girlfriend also resides at the East Miller Street address and operates a home day-care business there for children from 18 months of age through elementary school age, law enforcement officials said.

Billek works part time as “Downtown the Clown” and as Santa Claus during the Christmas season, according to the affidavit. Police officers recovered business cards for “Downtown the Clown” and two Santa suits from Billek’s home.

An initial forensic examination of Billek’s laptop computer included 11 video files of child pornography, the affidavit said. The forensic analysis of his desktop computer is pending.

The offense of receiving child pornography carries a mandatory minimum of five years in prison and up to 20 years. Possession carries a penalty of up to 10 years in prison.

The charges are the result of an investigation by Immigration and Customs Enforcement, the Illinois attorney general’s office, Springfield Police Department and others.

Assistant U.S. attorney Elly Peirson is prosecuting the case, which was brought as part of Project Safe Childhood, a nationwide initiative to combat child sexual exploitation and abuse.

Edward Preston Stout – Meeting On Xbox Live Led To Sex Crime


A Missouri man will be arraigned here later today on federal charges alleging he traveled from his home state to California to have sex with an underage girl he met while playing video games on Xbox LIVE.

Edward Preston Stout, 27, of Richmond Heights, Missouri, was indicted by a federal grand jury in Fresno, California, earlier this week on charges of using interstate commerce to entice or coerce a minor to engage in sexual activity as well as traveling in interstate commerce to engage in illicit sexual activity.

The charges are the result of an investigation by the Fresno Internet Crimes Against Children Task Force, including U.S. Immigration and Customs Enforcement (ICE), the Fresno County Sheriff’s Department and the Sanger Police Department. The case is being prosecuted by the U.S. Attorney’s Office for the Eastern District of California.

Court documents reveal Stout developed a relationship with a 14-year-old girl from Sanger, Calif., in April 2008. He communicated with her while playing video games on Xbox LIVE and through MySpace accounts. The two also communicated by telephone and exchanged numerous text messages. Eventually the communications became sexual in nature, and Sanger sent the girl a cell phone as a 15th birthday present so their communications could be more frequent and private. Those communications included sending sexually explicit images of themselves to each other. On January 25, Stout drove from Missouri to California virtually nonstop and met the girl outside her Sanger home. He took the minor to a local motel and engaged in criminal sexual activity.

Stout’s arraignment is scheduled for this afternoon. He has been detained as a flight risk and danger to the community since his initial appearance in federal court February 3. If convicted of the charges, Stout faces a mandatory minimum sentence of 10 years in prison and a possible maximum sentence of life.

A man who raped his daughter and posted videos of the abuse online before fleeing the country pleaded guilty Wednesday in federal court and likely faces the rest of his life in prison.

Kenneth John Freeman, 46 — described by law-enforcement officers as “one of the most heinous” pedophiles — pleaded guilty to production of child pornography and interstate transportation of a minor for the purpose of unlawful sexual activity.

His agreement with federal prosecutors calls for a sentence of 50 years in prison, plus three years of probation, when Freeman is sentenced March 25.

“A 50-year sentence is going to be a life sentence,” said Assistant U.S. Attorney Stephanie Lister, who prosecuted the case. Freeman would serve some 42 years before he could be considered for parole.

He also pleaded guilty to three Benton County charges of child rape during an appearance in Spokane County Superior Court, in exchange for an expected sentence of 20 years, to run concurrently with the federal time. He will be held in a federal prison.

Freeman’s capture involved law-enforcement officers in China, Hong Kong, Canada and a host of federal and local agencies, officials said.

Freeman was loathsome even by the standards of pedophiles, said Leigh Winchell, an Immigration and Customs Enforcement agent in Seattle.

“Kenneth Freeman distinguishes himself as one of the most heinous and despicable pedophiles ICE has ever encountered,” Winchell said.

Authorities praised the willingness of his daughter, 19-year-old Kylie Freeman, to testify, saying that helped prompt Freeman to plead guilty.

“I don’t think he wanted to be in a courtroom and hear Kylie testify,” said Benton County Prosecutor Andy Miller, who secured the guilty pleas on the child rape counts. “It was easier for him to plead guilty.”

Chris Peale, Kylie’s stepfather, called it a day of healing for the family.

“He is being held accountable for his horrible, perverted actions,” Peale said.

Spokane County Superior Court Judge Kathleen O’Connor insisted that Freeman hear details of the charges against him, and say exactly what he was pleading guilty to, an ordeal he waived in federal court earlier in the day.

Freeman, a computer adviser, bodybuilder and former reserve sheriff’s deputy in Benton County in southeast Washington, fled the U.S. in 2006 and lived in China. He was arrested in May 2007 in Hong Kong.

His case was featured twice on “America’s Most Wanted.”

The abuse began in 2000, when Kylie was 10, officials said. The girl, now a college student, did not disclose the abuse until she told her mother in November 2005.

In federal court, Freeman pleaded guilty to producing child pornography in Washington, and to producing child pornography and having unlawful sexual activity with a minor in Oregon.

The Oregon charges stem from incidents in which Freeman took his daughter to the Portland area.

Prosecutors said Freeman videotaped the sexual abuse of his daughter and distributed the images via the Internet to pedophiles around the world.

U.S. Attorney Jim McDevitt, of Spokane, said a police detective in Toronto saw an episode of “America’s Most Wanted” that featured Kylie Freeman, and recognized her from some child pornography that he had been investigating.

That information got Freeman placed on most-wanted lists of the U.S. Marshals Service and Immigration and Customs Enforcement, and eventually led to Freeman being tracked to China.

Chinese law-enforcement officers kept him under surveillance and notified U.S. officials when he made arrangements to visit Hong Kong for a vacation. Freeman was arrested in Hong Kong in May 2007.

He agreed to be extradited to the United States.

Before his extradition, Freeman issued a statement indicating he had written an autobiography while in custody.

Authorities seized the 400-page document, which contained confessions to much of the criminal conduct for which he was charged, court documents said.

Federal law enforcement officers arrested a part-time minister in Beaumont on charges of downloading several images of child pornography.

The arrest was part of ‘Operation Predator’, an effort by Immigration and Customs Enforcement to crack down on internet child pornography.

This week, a federal grand jury in Beaumont indicted Mark Briggs on two counts of child pornography.

Friday morning, Federal Magistrate Keith Giblin held a hearing on the case.

Agents with immigration and customs enforcement arrested the 44 year old Briggs early Friday and escorted him into the federal building in downtown Beaumont.

Briggs is charged with possession of child pornography and downloading child pornography off of a “pay per view” internet website on October 16.

Investigators seized his home computer and when they looked at what was on the hard drive, they said they found five images of child porn.

During the hearing, Briggs’ wife told us he was born and raised in the Beaumont area and is a part time minister at New Temple Christ Holy Church on Pine Street in Beaumont’s north end.

Briggs’ wife showed tears inside the courtroom. During the hearing, her husband pleaded not guilty to the charges.

Joyce Briggs said she’ll stand by him.

“He’s a good father, a good husband and an excellent provider,” Briggs told KFDM News. “He just got caught up in this mess.”

They have a five year old son together.. And each has children from a previous marriage.

The magistrate set Briggs’ bond at $50,000. His final pre-trial hearing will be February 23 in Beaumont federal court.

If convicted of downloading child porn, Briggs could face at least ten years in prison and a $250,000 fine.

If convicted of possessing child porn, his maximum sentence would be ten years and the same fine.

Briggs bonded out of jail Friday.

Ron Sean Arter Jr – Repeat Sex Offender – Sentenced to 10 years

A 29-year-old Redding man who used a digital camera hidden in a book to secretly film under girls’ skirts was sentenced today to 10 years in federal prison.

Ron Sean Arter was sentenced after pleading guilty in September to possession of child pornography and violating his supervised release condition, a spokeswoman with the U.S. Attorney’s Office said.

Arter was convicted in 2002 of possession and transportation of child pornography and sentenced to 33 months in prison, U.S. Attorney’s Office prosecutors said.

He began a three-year term of supervised release in 2004.

His release included conditions that required him to not commit another criminal offense, possess pornographic material or use a computer to access the Internet, prosecutors said.

In 2006, however, Arter was arrested by Redding police after they discovered that he used a concealed camera to film underneath the skirt of an 11-year-old girl inside a Redding store.

Police said that he also secretly filmed women and girls, including a 9-year-old, at several locations in Redding, including the Mt. Shasta Mall, a toy store and at the candy section of a department store.

In addition, police said, he used his girlfriend’s laptop computer to download and possess child pornography from the Internet.

Arter was indicted last year by a federal grand jury on the child pornography possession and supervised release violation.

The case was investigated by U.S. Immigration and Customs Enforcement, the Department of Homeland Security and the Redding Police Department.

U.S. Attorney’s Office prosecutors said that the case was the product of Project Safe Childhood, a U.S. Department of Justice initiative that increases federal prosecutions of violent sexual predators of children.
