Tim Ricks – Unremorseful sex offender

“I need to pay for my crimes. But I don’t need to overpay.”


A Madison County man who molested family members for almost thirty years is sentenced Monday.

Tim Ricks had several family members in court to support him as he received his sentence for crimes that have gone on for a long time.

After committing sex crimes for almost three decades, Tim Ricks will spend the next 180 days on a rider program as part of a five to twenty year prison sentence.

“All I can say is I’m extremely sorry,” Ricks told Judge Brent Moss. “I need to pay for my crimes. But I don’t need to overpay.”

Ricks was arrested in April after his victims came forward. At that time investigators found he had been molesting family members, and possibly others, since 1979.

Monday in court prosecutors recommended Ricks serve up to twenty years behind bars after reciting what counselors found in a psycho-sexual evaluation.

“He minimizes the incident that he has engaged in,” commented Madison Co. Prosecutor Sid Brown. “He has no awareness of the long term impact of his behavior. He has no remorse.”

But Ricks attorney told the court his client does have remorse and wants to make things right.

“He voluntarily talked to the police. He confessed,” said Defense Attorney Jim Archibald.

After hearing both sides of the argument, Judge Brent Moss told Ricks he didn’t have the perfect answer.

“If you were the judge and somebody had done this to somebody you loved, what would you recommend?” Moss asked Ricks.

“I’m like you. I really don’t know,” replied Ricks.

With that, Moss sent him to Cottonwood for the next six months.

“Every member of your family that’s here and even those that aren’t here are gonna be sentenced today by what I do. All because of decisions you have made,” said Moss.

After six months at Cottonwood, Moss will review Ricks case and if everything looks good, Ricks will be placed on probation.

If not, he will serve the rest of his sentence in prison.

Richard Bailey – Repeat Sex Offender – BUSTED

A Juneau man was sentenced earlier this month to three years in prison.

Bailey’s criminal record also includes two charges of indecent exposure in the mid-1970s in California.

Court records indicate that Bailey may have victimized more than 75 people.

Sixty-year-old Richard Bailey was sentenced for having cybersex with an undercover police officer posing as an underage girl.

Bailey pleaded guilty to two charges of online enticement of a minor in January.

Police say Bailey exposed himself to the undercover police officer via a webcam.

In 1981, Bailey admitted to engaging in sexual contact with an 8-year-old girl in Ketchikan when he flashed her while she was at a skating rink.

Bailey’s criminal record also includes two charges of indecent exposure in the mid-1970s in California.

Marvin H. Chandler – Repeat Sex Offender – attempts to rape staff member


A registered sex offender who is a resident at Carlton Manor is scheduled to go to trial on Oct. 22 for attempting to rape a staff member at the nursing home.

Marvin H. Chandler, 37, has pleaded not guilty by reason of insanity to attempted rape, a felony of the second degree, and gross sexual imposition, a fourth-degree felony.

On Jan. 28 at Carlton Manor, located at 726 Rawling St., Chandler allegedly made threats just prior to the incident that he was going to rape a female staff member, according to police reports.

Chandler reportedly entered a room, grabbed one of the female staff members and pulled her out of the room.

During the struggle, Chandler and the woman ended up on the floor and Chandler touched her inappropriately, reports said. Other staff members were able to separate the two.

Carlton Manor specializes in treating patients with behavioral problems, including sex offenders.

Chandler is listed as a Tier 2 sex offender. Tier 2 sex offenders must register with the county sheriff for a period of 25 years. Also, they must register any change of residential address, place of employment, or enrollment in a school or institution of higher education.

Chandler is being held in the Oakwood Correctional Facility. He was designated a sex offender after being convicted of gross sexual imposition with a victim under 13 years old.

A day or two before the trial, Fayette County Common Pleas Court Judge Steven Beathard will hold a competency hearing for Chandler to see if he is competent to stand trial.

A Florida man who had been working at a carnival this past spring in Lafayette faces up to two years in prison for having images depicting child pornography on his cell phone.

Scott A. Reynolds, 41, has been in the Tippecanoe County Jail since his arrest on May 25, jail staff said.

He pleaded guilty today in Tippecanoe Superior Court 2 to two counts of child exploitation, a Class D felony, admitting that girls in the photos appeared to be between the ages of 10 and 12.

Sentencing is scheduled for Oct. 29.

If a judge accepts his plea agreement with the Tippecanoe County prosecutor’s office, Reynolds would be ordered to spend another two years on probation after his release.

Deputy Prosecutor Laura Zeman said Reynolds had been working at a carnival in May held outside of Tippecanoe Mall. While here, he visited a strip club in Lafayette.

Zeman said Reynolds was telling one of the dancers about a photo on his cell phone depicting beastiality. As he scrolled through images on his phone to find the photo, the dancer noticed pictures of young girls that appeared to depict child pornography.

The dancer told her boyfriend about the photos, who then reported it to police.

Zeman said Lafayette police, with assistance from a female Purdue University police officer, staged a sting at the carnival. The officer pretended to be a dancer at the same club, and asked Reynolds about “interesting pictures” on his phone.

Reynolds was arrested after allegedly showing the officer the photos.

Under the terms of his plea agreement, additional charges of possession of child pornography could be dropped.

Clifford Shultz – Repeat Sex Offender – Baby Raper now charged with Child Porn


A registered sex offender from Carthage has been arrested in federal child pornography charges.

Clifford Shultz, 56, was indicted this week by a federal grand jury for alleged possession and distribution of child pornography. He’s in federal custody without bail.

According to The Watertown Daily Times, Shultz was found with computer discs containing some 9,000 child porn images.

In 1989 Shultz was convicted of raping a 6 year old female relative in Watertown. He served a 3-9 year state prison sentence.

He is listed as a level 3 offender on the New York State Sex Offender Registry.

The Sex Offender Registry website warns that Shultz was to have no unapproved contact with anyone under age 18, and was not allowed in places where children congregate.

His arrest comes after a joint investigation by New York State Police and the F.B.I.
