Prescott police arrested a convicted sex offender Wednesday on charges of furnishing illicit materials to minors at Willow Lake Park.

The restroom was near a playground area, the press release said.

Police booked Nash into the Yavapai County Jail where they are detaining him without bond, the release said.

Jerome Fischer – Repeat Sex Offender – Child Rapist

  • Conviction date: 5/29/2008
  • Criminal Sexual Act-1st Degree
  • Offender’s age at conviction: 27
  • Victim Age: 36

A registered sex offender from Kingston has pleaded guilty to raping a 13-year-old girl, the Ulster County District Attorney’s Office said Wednesday.

Jerome Fischer, 27, formerly of 81 Cedar St., pleaded guilty Tuesday in Ulster County Court before County Judge J. Michael Bruhn to charges of felony rape and violating the conditions of his probation.

Fischer was arrested Dec. 22, 2008, by Kingston police on charges he supplied the 13-year-old victim with liquor and beer during the evening of Dec. 21 until she became unconscious, according to a press release from the Ulster County District Attorney’s Office. The release said the victim awoke sometime later in the early morning hours of Dec. 22 as Fischer was raping her.

The release said Fischer was a registered sex offender on felony probation at the time of the rape.

In exchange for his pleading guilty, Fischer is receive consecutive sentences of five years in state prison on the probation violation and six years in prison on the rape charge, the release said. The release said Fischer will also have five years of parole supervision upon his release from prison and will be required to continue to register as a sexual offender. His new risk level will be determined at sentencing, which is scheduled for March 26, the release said.

District Attorney Holley Carnright said the swift resolution to the case was the result of the prompt outcry of the victim and her family, as well as the thorough investigation by the Kingston police.

“Any delay in reporting a crime of this nature does irreparable damage to the ability to successfully prosecute the case,” Carnright said in the press release. “The sooner an investigation begins, the more immediately evidence can be collected and interviews be conducted. The victim, her family and the Kingston police department detectives should be commended for their actions in this case.”

Arthur L. Jones Jr. – Repeat Sex Offender – Claims he broke in the home just to adjust the covers on the sleeping 11 year old

A registered sexual offender is accused of entering a relative’s home early Wednesday and molesting an 11-year-old girl before the girl’s brother threw him out of the house, state police said.

Arthur L. Jones Jr., 57, of 106 Circle St., Lot 47, Franklin Township, was charged with burglary, indecent assault, corruption of minors and harassment after he was found walking along Idlewild Drive in Big Beaver just after 3 a.m. Wednesday. Because of a past conviction, Jones is a registered sexual offender under the state’s Megan’s Law program.

Jones told state police that the entire incident Wednesday was nothing more than a “misunderstanding,” according to a criminal complaint.

State police said Jones apparently entered the home along Idlewild through an unlocked door.

According to a report written by trooper Edward Hermick Jr., the girl’s mother and the woman’s husband were awakened just before 3 a.m. by the shouts of the woman’s 15-year-old son.

When the adults went into the home’s living room, they saw Jones standing outside, Hermick’s report said.

The 15-year-old told state police that he had awakened and walked into the living room, where he found Jones lying on a couch. The boy’s 11-year-old sister was sleeping on her bed, which was at the end of the couch, the report said.

The 15-year-old said that he saw Jones rubbing his sister’s stomach with one hand and that Jones had reached under her pajamas with the other hand, touching her buttocks. The girl, Hermick said, told state police that she awoke when she felt Jones touching her stomach.

The 15-year-old told police he grabbed Jones and threw him outside.

As state police responded to the home, Hermick said, they saw Jones walking near there. Jones told troopers he had been in the home and was thrown out, but didn’t know why he was thrown out.

Later, as Jones was interviewed at the state police barracks in Brighton Township, he said he “may have been ‘adjusting’ the blanket on the girl’s bed and might have been ‘fixing’ her shirt when her brother misunderstood” his actions, the report said.

According to the state police’s Megan’s Law Web site, Jones was convicted of involuntary deviate sexual intercourse in 1991. Additional information about that offense wasn’t available Wednesday.

Jones remained jailed Wednesday afternoon, unable to post $20,000 cash bond set by District Judge C. Douglas Loughner.

Jeffrey J. Walker – Repeat Sex Offender

An Outagamie County judge found enough evidence exists to send a convicted sex offender to trial on a recent sex assault charge.

Jeffrey J. Walker, of 214 W. Pacific St., is charged with second-degree sexual assault with use of force and will enter a plea Feb. 17.

A 51-year-old neighbor told police she had been watching television Jan. 18 with Walker, 44, when he left and she went to bed. She said she was sleeping when Walker returned, threatened to kill her and forced her to have sex with him.

The charge carries a maximum 40 years in prison.

The state sex offender registry shows Walker was convicted of first-degree sexual assault of a child in Brown County in 1992 and is required to register as a sex offender for the rest of his life.

He is being held in the Outagamie County Jail on a $25,000 cash bond.

Richard Brown – Repeat Sex Offender – Habitual Violent Offender

He had pleaded guilty to two counts of predatory sex assault in December, less than two years after he’d been released from prison. He’d served 25 years for a knifepoint rape in Westchester County.

A judge cited the “horror” of Richard Brown’s sex attack on a woman he accosted outside a Cortlandt supermarket last year, and sentenced him today to serve 15 years to life in state prison.

Brown, a 49-year-old homeless and jobless sex offender, was silent as Westchester County Judge Barbara Zambelli described how difficult it was to read the victim’s account of the Feb. 26 knifepoint attack.

He had pleaded guilty to two counts of predatory sex assault in December, less than two years after he’d been released from prison. He’d served 25 years for a knifepoint rape in Westchester County.

Assistant District Attorney Fred Green called Brown a sociopath who should never be released from prison again.

Brown targeted the 45-year-old woman as she entered her car after shopping at the A&P supermarket on Route 9A just north of Croton-on-Hudson.

Brown jumped in, held the knife to her neck and forced her into the passenger’s seat. He drove the car to a wooded area in Garrison, where he sexually abused her, and left her at Graymoor, home of the Franciscan Friars and Sisters of the Atonement.

A Graymoor security guard called state police, who tracked Brown down two days later.

At the time of his arrest, Brown had been designated a Level 3 sex offender – the most serious level – based on the 1981 rape. He was released in 2006 after serving the maximum amount of time in prison allowed for his conviction.

The case stunned people in Cortlandt and Croton, and brought community leaders and residents together to form a partnership around criminal issues.
