Richard Scott Campbell – Repeat Sex Offender – Making Up-skirt shots at Wal-Mart

A New Kent County resident who is on the state’s sex-offender registry faces a court hearing next month for a sex-offense charge in Henrico County.

Police say Richard Scott Campbell, 41, snapped unauthorized pictures June 9 at a Wal-Mart in the 7900 block of Brook Road in Henrico. Police say he used his cell phone to snap pictures up a woman’s skirt.

The woman noticed Campbell when she turned away from a clearance display of cosmetics, authorities said.

“Mr. Campbell was kneeling down holding his cell phone under the victim’s skirt taking pictures,” according to a search warrant.

She followed him to the parking lot and took down his license plate information, then notified authorities.

According to state police, Campbell has three convictions for indecent exposure, the most recent in Chesterfield County in April 2001. Those convictions have made him a registered sex offender.

He is due in Henrico court July 21 for a preliminary hearing.

Brian Letiecq – Repeat Sex Offender – Trail Pervert

PORTLAND, Ore. — Portland police cited a man on suspicion of disorderly conduct after officers received reports Thursday he was inappropriately touching himself on the Springwater Trail near OMSI.

At around 6 p.m., a passer-by called 911 and said the man, later identified as registered sex offender Brian Letiecq, was pleasuring himself on the trail. Officers responded and then cited and released him.

Police said they could not arrest Letiecq on more serious charges because there were no victims in the area to confirm the caller’s claims. Although court records show he’s a registered sex offender, police said suspicion of disorderly conduct was not enough to book him into jail.

Letiecq could not be reached for comment Friday. He is listed in the national sex offender database, but Multnomah County Parole and Probations said he’s not under their supervision. As a result, he’s left to roam free.

“I think he should be put away,” said Steve Mason, who was using the trail Friday. “That’s something that you don’t do in public. If you’re going to do it, you do it behind closed doors.”

Julie Strongston, who also uses the Springwater Trail, said jail likely won’t be the answer anyway. But she does believe Letiecq should be monitored so he can get help if he needs it.

“I’m not saying it’s good what he’s doing, but I think that just arresting him is not going to get him not do it again,” Strongston said. “I think he actually needs to get psychological help.”

They do it again because that’s what they are. Nothing will change them. Not jail, not “therapy”. Stop trying to change them and throw away the key.

Parole and probations officials declined to comment on the specific case. However, they said a common reason registered sex offenders in the county won’t be under their supervision is because they committed their crime so long ago that they have maxed out their supervision.

Chris Alan Dike – Repeat Sex Offender – Wanted Public Attention

Sioux Falls police Wednesday afternoon arrested a convicted sex offender who was seen by a woman to be masturbating in a van outside a hotel, police spokesman Sam Clemens said.

Chris Alan Dike, 45, was parked outside the Country Inn and Suites at 200 E. Eighth St. when a woman walking by about 3 p.m. saw him exposing himself, Clemens said. The woman was able to get the first three digits of Dike’s license plate when he drove off after seeing the woman enter the motel, he said.

Officers arrived and talked with the woman, who then left, Clemens said. A few moments later she returned and said that Dike had driven by again and she was able to get the entire license plate number.

Officers caught up with Dike and arrested him for indecent exposure. He was convicted in February 2002 for indecent exposure.

Larry Hostetler – Repeat Sex Offender – Stalking child in Kmart – 75 years old!

MISHAWAKAA 75-year-old Goshen man, a convicted sex offender, was arrested Thursday after police say he exposed himself to a child in the toy aisle of a local department store.

The alleged incident occurred about 4:20 p.m. at the Kmart at 420 W. McKinley Ave.

Upon arrival, Mishawaka police met with a store employee, who was standing out front with the suspect, Larry Hostetler.

The employee told police he detained Hostetler after viewing him on closed-circuit television acting suspiciously in the toy aisle. Specifically, it appeared Hostetler had briefly exposed himself to a young child, the employee told police.

Hostetler was placed in the back of a squad car. Though not asked, he admitted to being a sex offender, police said.

Police then spoke with the victim’s grandmother, who told police she did not see Hostetler expose himself, but witnessed him fumbling with his clothes and then reaching down to tie his shoe immediately following the alleged incident.

She told police it appeared Hostetler had been following her and her 3-year-old granddaughter from the time they entered the store.

The victim, meanwhile, when asked what had happened, told police the man “showed me his boy part,” police said. She then pointed to the groin area on a doll to indicate the area of the body Hostetler had exposed, police said.

Hostetler was arrested and booked into St. Joseph County Jail on suspicion of committing a sex offense against a child, police said.

Court records indicate Hostetler was previously convicted in Elkhart County in 2004 of vicarious sexual gratification and sentenced to three years in prison. He is registered as a sex offender in Elkhart County.

Stephen P. Burk – Repeat Sex Offender – Preying on Kids

Police arrested a registered sex offender Thursday who has been charged with indecent exposure and making an indecent proposal to a child. Authorities also believe there may be more victims.

Enid Police Department detectives arrested Stephen P. Burk, 53, at his home, 1320 S. Adams, Wednesday morning on complaints of lewd propositions to a minor and indecent exposure.

Police were contacted May 19 concerning a man propositioning an 8-year-old girl, and during their investigation learned the same man allegedly exposed himself to a 7-year-old girl the same day.

Police Chief Rick West encouraged parents to ask their children if they have had any contact with Burk, and if so, to file a report.

“We are going to continue to do our part to notify the public about the sex offenders living in our community,” West said. “It’s necessary if we have additional victims that they come forward.”

Police had notified neighbors of Burk’s status as a sex offender using fliers and making phone calls.

West wanted to remind parents to take proper precautions to protect their children.

“It’s imperative parents take us seriously,” he said. “Parents need to take an active role in ensuring the safety of their children.”

If parents learn their children have been propositioned or have had someone expose themselves to them, they should contact Enid Police Depart-ment at 242-7000 and ask to speak with someone in the Juvenile Crimes Division.

Police spoke with the mother of the 8-year-old girl May 19 when she reported she had left her daughter in her van while taking groceries into her mother’s house in the 1400 block of South Jefferson, according to court documents. The woman said she heard her daughter scream and ran outside to the van and found her daughter crying. The girl told her mother a man had approached her and asked if she liked to have sex, according to the affidavit.

The girl described the man as being in his 40s with a thin build and wearing dark denim jeans, a white T-shirt and a dark-colored back pack strap-ped around the chest. The girl said the man had gray hair that had grown down to his ears. An officer then canvassed the neighborhood and provided a description of the man to neighbors.

On May 21, a neighbor who had been given a description of the man by police called and reported seeing the man walking in the area. Police stopped a man in the 700 block of West Rush matching the description given by the 8-year-old girl. They identified the man as Burk and arrested him for public intoxication, according to the affidavit.

On May 22, police spoke with another parent who said about 5:30 p.m. May 19 he was told by his 16-year-old son and 7-year-old daughter while they were outside a man began to follow them. The man said his children told him the man placed his hands down the front of his pants.

The man said about 8:30 that evening his family again saw the man walking past their residence. He described the man as having gray hair past his ears, wearing dark jeans, a white T-shirt and a dark-colored back pack.

Police spoke with the 7-year-old May 22, and the girl said the man she and her brother saw pulled his shorts down to his mid-thigh and exposed his “private” to her. When shown a photo lineup by police, the girl identified Burk as the man, according to the affidavit.

Burk was notified March 23 by Department of Correc-tions his status as a registered sex offender had been changed to habitual sex offender, requiring him to register with law enforcement every 90 days. Previously, Burk only had to register with law enforcement annually. He has felony and misdemeanor convictions in Alaska for indecent exposure.

Phillip M. Brumfield – Repeat Sex Offender

A Pleasant Hope man indicted last week on a federal charge of possessing child pornography is the same man who drew the ire of local parents last year for allegedly masturbating in front of children.

In May 2008, a group of parents flooded a Pleasant Hope Board of Aldermen meeting, demanding action against Phillip M. Brumfield, 58.

Among the allegations was that Brumfield showed his penis to a neighbor girl monthly for several years.

The girl, Amber Bell, allegedly told authorities that in March or April 2008, she was in her driveway when Brumfield again came out of his house, masturbating.

“She said that Brumfield told her to come over and that he had a big king-sized bed that they could have sex on and told her to bring her friends and he would show them how to ‘do it right,’ and that he would even videotape it for her,” said a probable cause statement used to charge Brumfield with felony enticement of a child last year.

That case is scheduled to go to trial in 2010.

In the meantime, Brumfield faces a federal charge.

In an indictment returned last week, a grand jury found probable cause that he was in possession of child pornography on May 28, 2008, a day after he was charged with child enticement.

The federal indictment alleges that Brumfield was in possession of child pornography on May 28, 2008. The indictment also contains a forfeiture provision, which would require Brumfield to forfeit to the government any property used to commit the alleged offense, including four computes, eight computer floppy disks, 45 CDs and a VHS camcorder.

Darrel Corian – Repeat Sex Offender – Only lasted 10 days

Corian, of the Bronx, just got out of prison on May 3.

He has an unrelated sex abuse conviction on his record, according to parole officials, and has also been convicted of 9 misdemeanors, including one for forcible touching.

A repeat sex offender barred from the transit system has been caught in the act exposing himself to a woman on a Manhattan subway, police said Tuesday.

Darrel Corian, 41, caught the eye of police on Monday morning when he lingered on the southbound platform of the Lexington Avenue line at Grand Central Terminal, letting several cars pass by.

The officers — Michelangelo Hidalgo and Amauris Santana — followed him when he finally boarded a train, the southbound No. 5, then arrested him when they saw him expose himself and rub against the buttocks of a 19-year-old woman, police said.

Corian was charged with persistent sexual abuse, forcible touching and public lewdness.

Corian, of the Bronx, just got out of prison on May 3.

He was conditionally released by the state Board of Parole after serving nearly two years for the same crime, records show.

He has an unrelated sex abuse conviction on his record, according to parole officials, and has also been convicted of 9 misdemeanors, including one for forcible touching.

A police source said Corian was released with the understanding that he be home each day by 7 p.m. and that he not ride the buses or subways at any hour of the day.

Corian’s lawyer could not be reached for comment. He was being held last night on $20,000 bail.

Michael Jay Rogers – Repeat Sex Offender

Anderson County Deputies arrested a man they described as a “serial flasher” after a vehicle pursuit Wednesday evening.

Deputies said that they got a call about a man exposing and fondling himself in a truck in a parking lot on Station Drive just before 6 p.m. When deputies got there, the man was gone.

Deputies got a similar call a short time later from a parking lot on Pearman Dairy Road in Anderson. When deputies reached that location, the man, later identified as Michael Jay Rogers, of Greer, sped away in his pickup truck.

Rogers was arrested just before 6:30 p.m. when deputies stopped the pickup truck Rogers was driving.

Deputies said that when they attempted to pull Rogers over on Pearman Dairy Road, he fled. His truck was eventually stopped on Elrod Road in Piedmont by deputies using “Stop Sticks.” Both deputies and state troopers participated in the pursuit.

Deputies said the truck matched the description of a suspect vehicle from two indecent exposure reports near the site where the pursuit started.

Rogers, 36, was arrested on traffic charges and taken to the Anderson County Detention Center, the sheriff’s office said.

Deputies said that Rogers signed a written confession that he exposed himself to five different victims in Anderson County.

Rogers was charged five counts of indecent exposure, two from Wednesday, two from 2008 and one from 2007.

Rogers is on the state sex offender registry after a 2006 conviction for indecent exposure.

Investigators are asking anyone who thinks they were a victim of Rogers to call the Anderson County Sheriff’s Office.

Joseph Bowman – Repeat Sex Offender – Refuses to restrain himself

A convicted sexual offender who was on probation for public indecency is in trouble again.

Joseph Bowman, 29, of Lancaster is slated to go to trial April 17 for one count of public indecency after pleading not guilty at his arraignment Wednesday.

He is accused of exposing himself to a group of teachers and students Tuesday as they were leaving Aha! A Hands-on Adventure, A Children’s Museum in Lancaster.

Bowman is in Fairfield County Jail on a $5,000 recognizance bond. This is the second time in a year that Bowman has been arrested on charges of public indecency.

Three teachers from Forest Rose School in Lancaster said Bowman exposed himself while standing in the second floor window of his home Tuesday, according to the Lancaster Police report.

Bowman’s home and the children’s museum are both located in the 300 block of South Broad Street in Lancaster.

Lancaster Police Lt. Greg Seesholtz was one of several police officials to arrive on scene after the call came in around 11:37 a.m. Tuesday. He said he’s unsure if any of the children witnessed Bowman’s alleged actions.

“They were loading the kids onto the buses and left the scene quickly,” Seesholtz said. “We had to bring one of the witnesses back (on scene) later to identify the suspect.”

Police officials remained on scene for almost two hours Tuesday before Bowman exited his home at 1:03 p.m. and was arrested, according to the report. Police officials confiscated several DVDs and photos of nude women from the home.

Kimberly Murray, executive director of the children’s museum, declined to comment about Tuesday’s incident.

Forest Rose Superintendent John Pekar said the students were at the museum Tuesday for a field trip.

“From what I understand, the teachers did a good job taking care of the situation and making sure the police were notified,” Pekar said. “I’m sure if some of the students did see what happened, they didn’t know exactly what was going on, but still, that’s something they don’t need to see.”

Bowman is one of two convicted sex offenders to live in the 300 block of South Broad Street. He was convicted of unlawful sexual conduct with a minor, according to the Fairfield County Sheriff’s Office.

Bowman already was on probation Tuesday for similar charges stemming from an arrest on March 19, 2008.

He was arrested on a public indecency charge after five witnesses reported seeing him expose himself in the window of another home on South Broad Street.

One witness reported that pornography playing on the television also was visible through the window, according to the Lancaster Police report.

Barton Bagnes – Repeat Sex Offender – Diaper Boy terrorizes children

Barton Bagnes is a registered sex offender who wears diapers. Two days ago he exposed his diaper to young children in Holladay.

Recently a very concerned mother told police her four year old child came to her and said that Bagnes had shown them his diaper.

Bagnes has a history of exposure. He’s on the sex offender registry following a 1999 conviction for showing his private parts and his diaper to a young child. He was also convicted in 2000 doing the same thing to a child.

In 2007, however, charges of lewdness were dismissed. Bagnes allegedly showed his diaper but not his private parts. Last year, he got another diaper dismissal; private parts weren’t exposed.

Melissa Rideout’s children were victimized by Bagnes. Her case was dismissed last year.

She says, “I’m frustrated because I felt I did whatever I could to try and file charges against this guy.”

We went to the Salt Lake District Attorney’s office to learn why these cases were being dismissed. Bagnes appears to be a repeat offender, yet these charges are getting tossed out in court.

Officials said that there isn’t a law specific enough to address the diaper showing.

We’ve now gone to the state capitol to see if the law needs changing. One lawmaker we talked with is interested in looking at this loophole.

But for now, a vague law lets Bagnes walks the streets exposing his diaper to kids while parents watch in frustration.

Meanwhile, prosecutors will screen this latest lewdness case against Bagnes to see if there’s anything different that will allow charges to stick.
