Shock was the only word that came to mind when Flagler Humane Society’s director received a compact disc with photos, some showing a woman having sex with a teenage girl and in others, the woman having sex with a dog.

Carla Maldonado, 40, a Flagler Humane Society employee at the time, and her husband, David Maldonado, 42, of Palm Coast were charged Tuesday in the acts against the girl, which investigators say occurred four years ago.

The Humane Society fired Carla Maldonado but has no recourse to protect the dog she adopted from the shelter.

Director Donna Howard received the CD late in the day on Nov. 6 from an anonymous a person who had access to the Maldonados’ home computer and copied the images from it, investigators said. Howard fired Carla Maldonado — a veterinarian technician and nine-year employee of the shelter — the next day. Howard then turned the pictures over to the Flagler County Sheriff’s Office.

“We’re a pretty close-knit group here,” Howard said Wednesday of her staff of 16. “We had no inkling this was coming.”

The CD contained 16 pictures of Carla Maldonado with the girl, who was 15 years old then, according to a sheriff’s report. There were also 27 images of Carla Maldonado in sex acts with her German shepherd, the report states.

Carla Maldonado never denied to Howard doing any of the things photographed, the report states. Howard said the employee told her it, “happened on one drunken night,” according to the report.

Sexual acts with the girl occurred Feb. 2, 2005, the report states.

David Maldonado was the photographer, according to investigators. He and Carla (Jones) Maldonado were married April 20, court records show.

Both provided the teenager alcohol and encouraged her participation, according to investigators. Now 19, the young woman has been interviewed by investigators and confirmed she was the person in the pictures.

But the dates on the images indicate sex with the dog took place over a period of months, Howard said.

“She referred to it as a joke,” Howard said.

Carla Maldonado had no prior arrest record, but David Maldonado has convictions for misdemeanor battery and contempt of court.

They were charged with lewd and lascivious battery and contributing to the deliquency of a minor. The couple were taken Wednesday to the Flagler County Inmate Facility. He was released on $15,000 bail and she was released on $10,000 bail. The couple could not be reached for comment.

The German shepherd and two other dogs owned by the Maldonados and adopted from the Flagler Humane Society have not been confiscated.

“There are no laws against (bestiality in Florida),” Howard said. “We can’t take the dogs back. We need to write our legislators and other powers that be — the mayor, the City Council, anybody who will listen.”

Sexual abuse of animals is not permitted in 34 states, but bestiality is legal in Florida. A proposal to outlaw sexual activity involving animals was unanimously approved by the state Sentate’s Justice Committee during the past year’s session but did not make it through the full Florida Legislature.

Animal cruelty charges were not filed against the couple.

“Animal cruelty (is charged) if the animal was injured or under duress,” said Flagler County sheriff’s spokeswoman Debra Johnson.

At least 14 photographs and one movie clip depicted children being subjected to sadomasochism or forced to have sex with animals.


A Croydon magistrate downloaded hundreds of pictures of child pornography – including some depicting bestiality and sadomasochism, a court heard this week.

Terry Mills, 58, from Arundel Road, Croydon, trawled the internet for vile images of children being sexually abused, jurors at Southwark Crown Court were told.

The zoologist and part-time magistrate spent four years building up a gallery of child pornography and was caught by police after they found his computer details on a well-known paedophile website.

Mills is accused of downloading 190 indecent pictures and movie clips of children under the age of 18 between December 2003 and September last year. He denies the charges.

The court heard material stored on Mr Mills’ two computers showed children either adopting “sexual poses” or being “sexually abused by adults”.

At least 14 photographs and one movie clip depicted children being subjected to sadomasochism or forced to have sex with animals.

Prosecutor Simon Clements told jurors: “The defendant lives alone.

“He is an intelligent man, a zoologist by profession and also a lay magistrate.” Mr Clements said police were alerted to the defendant after he left his “signature” on the internet.

He added: “The police regularly track websites which they know contain paedophile material. The Crown say he accessed a known website and as a result his computer address became known to police.”

Mr Mills also watched a film entitled “German Blondie” and received emails marked “British Boys” and “Busy at Both Ends”, the court heard.

He was arrested on September 18 last year and the computers were seized from his home.

But before the machines could be examined, he immediately claimed he had been a victim of identity fraud and his credit card details had been stolen. This was found to be untrue.


A total of 180 indecent photographs and 10 film clips were found on both computers as well as a large library of adult pornography.

Mr Clements said there was evidence “the plug had been pulled straight out” when the police came in to Mills’ home as the computer had not been shut down properly.

Mr Clements said: “Mr Mills accepts these images were on the computer, he accepts they are indecent images and he accepts the number of them.

“He says he had not seen them himself or did not have any cause to believe they were indecent images of children.”

The prosecutor added there was “compelling evidence” to show Mills was responsible for the pornography on his computer.

The trial continues.

Sex offender killed in B.C. prison riot

A convicted pedophile and child pornographer serving an indefinite sentence as a dangerous offender was killed in a prison riot Saturday night at Mountain Institution, a federal male medium security facility 120 kilometres east of Vancouver.

Michael Gibbon, 39, was killed during a riot that broke out around 9:45 p.m. in the gymnasium, Dave Lefebvre, a spokesman for Correctional Service of Canada, said today in an interview.

Mr. Gibbon, who had spent his entire life in Chilliwack before his incarceration for sex crimes, had been convicted in 1992 for sexual interference of a young child and sentenced to three months in jail. Five years later, he was convicted of sexual assault, production of child pornography and possession of child pornography for the purpose of distribution, bestiality.

Mr. Gibbon was declared a dangerous offender in 1998 but the decision was set aside in 2003. He was declared a dangerous offender for a second time in 2005 after failing to convince a B.C. Supreme Court judge that he could control his strong sex drive if he was allowed to participate in a trial program of anti-libidinal medication.

Mr. LeFebvre said that the disturbance began with inmates breaking windows and threatening staff members. They subsequently started assaulting each other.

Mr. Gibbon, who has been in custody since February, 1997, was attacked and pronounced dead at the institution. A second inmate who was not identified was sent to a hospital outside the prison compound.

Mr. Lefebvre said the reason for the disturbance or for Mr. Gibbon’s death was not yet known. Three investigations have begun: the Integrated Homicide Investigation Team, a joint police force in Metro Vancouver, has been called in and has begun to look into the circumstances related to the death.

The Correctional Service and the Coroner’s Office will also investigate the incident. “At this point it is way too early to speculate what started this,” Mr. Lefebvre said.

No correctional officers were involved in the death of inmate, he also said.

Extensive damage was caused to several buildings in the institution which was to remain locked down to facilitate the clean up and a search, he added.

Jonel Berlovan – Child Molester – Animal Raper

A North Ridgeville man has been indicted on charges accusing him of molesting a young boy and having sex with his animals.

During their investigation into the molestation allegations against Jonel Berlovan, North Ridgeville police learned that Berlovan was also sodomizing sheep and rottweilers he owned, county Prosecutor Dennis Will said.

The investigation was sparked after Children Services received a complaint that Berlovan, 56, had been exposing himself and touching the boy, who is about 6, between 2004 and October of last year.

Berlovan’s wife shared her suspicions about her husband’s relationship with their animals – which allegedly dated back to 1995 – with officers during the investigation, Will said.

The wife is seeking a separation from her husband and has obtained a restraining order against him that will be in effect through 2012, according to court records.

When confronted by officers, Berlovan admitted to the allegations against him, Will said.

Will said it was impossible to know how many animals Belovan may have had sexual relations with because many of the animals died from infection. Will said he did not know if the infections were caused by Berlovan’s sexual acts with the animals.

After the allegations surfaced, Berlovan apparently still owned one dog, but Will said he did not know if that animal had been a victim of Berlovan’s advances.

Berlovan is charged with four counts of gross sexual imposition, all felonies carrying a penalty of up to five years in prison. He also faces eight counts of cruelty to companion animals, misdemeanors that could send him to jail for up to six months.

Retired teacher, 80, faces child porn charges

An 80-year-old former teacher from the Town of Scott was charged Wednesday with possession of child pornography after a yearlong investigation launched when his son discovered the images, according to a criminal complaint.

Anthony B. Cardiel allegedly kept the images among others of adult pornography and bestiality, the complaint said.

He faces up to 60 years in prison if convicted on all counts.

Cardiel, of W7673 Highway SS, retired in 2003 from Washington High School in Milwaukee and never taught at a Sheboygan County school, said Capt. Dave Adams of the Sheboygan County Sheriff’s Department.

Cardiel told police that he has had a sexual interest in teens his entire life.

Adams and Sheboygan County District Attorney Joe DeCecco said Cardiel is the oldest person they recall being charged with child pornography in their decades in law enforcement.

Cardiel is being held in lieu of a $10,000 cash bond, and is due in court Dec. 18 for a preliminary hearing before Judge James Bolgert.

According to the complaint:

The investigation of Cardiel began in October 2006 when his son reported finding child pornography along with other explicit sexual material on Cardiel’s computer.

The man said he found the items when his father asked him to fix a problem on the computer and had the files minimized.

Investigators raided Cardiel’s home a month later and seized several computers as well as videotapes.

At least four sexually explicit pictures of children were found among the files on the computer.

The videotapes included recordings of a computer monitor in which the camera zooms in on specific parts of sexually explicit photos.
