John E. Hamilton – Little League Coach – Arrested for Sexually Abusing a Child

A local little league coach has been arrested after allegations arose that he sexually abused a child under his supervision 12 years ago.

Fairfax County police concluded a three-month investigation with the arrest on Friday of 37-year-old John E. Hamilton of Centreville.

Hamilton’s accuser, now 24 years old, was 12 at the time of the assaults. He alleges that Hamilton sexually abused him over a period of several months in 1997.

In the course of their investigation, police found that a 16-year-old foreign exchange service was living with Hamilton and removed him from the home.

Hamilton, who was a little league baseball coach for the Fort Hunt Youth Athletic Association at the time, has been charged with aggravated sexual battery and taking indecent liberties with a child. He is being held without bond.

Over his years in the northern Virginia region, Hamilton has held several athletic positions that would have afforded him access to children, so detectives are asking parents with concerns about any inappropriate contact between Hamilton and their children to contact police.

Zachary Jackson – Repeat Sex Offender – Arrested Twice in One Day

A registered sex offender from Waterford is facing rape and other charges after being arrested twice in the same day.

Thirty-year-old Zachary Jackson was arrested early Sunday morning after allegedly being found drunk with his two kids at Lock 2 in Waterford. He is charged with endangering the welfare of a child.

Jackson, a Level 3 sex offender, was then arrested again at 6 a.m. after a 20-year-old woman claimed he sexually assaulted her on Saturday night.

Jackson has been charged with rape, sexual abuse and a number of other crimes.

French police detain 90 in child porn sting

A French police official says 90 people have been detained in a nationwide sweep of suspected consumers of online child pornography.

The official says Tuesday’s operation stemmed from the 2004 arrest of an 18-year-old man who was running a child pornography ring. The man, from the northern city of Clermont, traded pornographic photos and videos of children as young as babies. He has since been incarcerated.

The official said those detained Tuesday had connected to the man’s server and downloaded images and videos, and were of all ages and socio-economic backgrounds.

The police official spoke on condition of anonymity because the investigation is ongoing.

Oklahoma Senate champions child safety

Children at risk of becoming victims of child molesters deserve the most extreme protection government can provide.

OKLAHOMA CITY — On what was to have been the final day of the 2009 session of the Oklahoma Legislature, Sen. Jay Paul Gumm and Rep. Joe Dorman succeeded in their session-long effort to make children safer in their own neighborhoods, according to a press release.

The lawmakers had worked all session to pass legislation that prevents registered sex offenders from being ice cream truck vendors. While the measure enjoyed unanimous support in the Oklahoma Senate, a committee chair in the House of Representatives continually blocked the proposal.

“I never understood the opposition to this common-sense proposal,” said Gumm, a Democrat from Durant. “Ice cream trucks are in countless neighborhoods in our state, and ice cream truck operators are in close contact with children — especially in the summer months. We were not about to let this proposal fall through the cracks.”

Dorman, D-Rush Springs, said the original bill was drafted in response to a number of high profile cases throughout the nation. “While we were fighting to make this idea a law, there was a frightening situation involving an ice cream truck in Chickasha near my district this very year,” he said.

The lawmakers’ ice cream vendor language was added to Senate Bill 1020, a bill to strengthen state laws on domestic violence and increase penalties for child pornography. On Friday, both the Senate and House of Representative gave final approval to bill – unanimously in the Senate and overwhelmingly in the House. It is now on Governor Henry’s desk.

If signed into law, the bill would criminalize the operation of ice cream trucks by sex offenders, with a punishment of up to two and a half years in prison and/or a fine. Further, the measure requires ice cream vending companies to search the sex offender database to determine if any employees are convicted offenders.

The company would be required to keep proof of the search. Upon discovering any employee is violating the law, the company would be required to contact the district attorney with that information.

“We have to take every potential precaution in our effort to protect children from predators,” Gumm said. “It would have been irresponsible to simply wait until a tragedy occurs in our own back yard before we addressed the issue.

“I’m relieved that we were able to reach an agreement and close this loophole; passage of this law allows Oklahoma parents and children to rest easier.”

The lawmakers expressed gratitude to Sen. Jonathan Nichols, R-Norman, and Rep. Randy Terrill, R-Moore, who agreed to add the proposal to SB 1020.

“Both Jonathan and Randy looked beyond partisan politics and helped pass a bill that will keep children safer,” said Gumm. “This bill shows what we can accomplish when the power of ideas triumphs over partisan concerns. I appreciate their essential help on this important bill.”

Dorman also expressed gratitude to his fellow legislators for passing the measure. “As lawmakers, we have a responsibility to make our state a safe place for the most vulnerable members of our society,” he said. “I’m pleased that members of the Legislature recognized the need to be proactive on this issue and eliminate a dangerous risk.”

The language approved Friday also got positive reviews from the ice cream vending industry. Chris T. Long, legislative chairperson with the International Association of Ice Cream Vendors, said the measure should be considered a national model for the issue.

“In the end, I believe your final draft…should be presented as a model bill on this issue in the future,” he wrote in a letter to Gumm. “With your permission, I will be archiving this bill so that it can be presented to other states, cities, or municipalities in the future.”

If signed into law, SB 1020 would take effect July 1. Governor Henry has 15 days following the adjournment of the session to pass judgment on the bill. The session is expected to adjourn by May 27.

Sean Christopher O’Toole – Medina County Public Defender – Arrested for Child Porn

A Medina County assistant public defender is accused of sending more than 200 images of child pornography to undercover FBI agents.

Sean Christopher O’Toole, 41, was arrested at his Lakewood home Friday by federal agents on a charge of receipt and distribution of child pornography.

Special Agent Scott Wilson, a spokesman for the FBI’s Cleveland office, said O’Toole used the Internet since January to send child pornography images to the agency’s Innocent Images Unit in Maryland and the Cleveland office’s cyber crime squad.

O’Toole faces five to 20 years in prison, if convicted. His case has yet to be presented to a federal grand jury for consideration of an indictment.

Luis Bernabe – Internet Predator Assaults 13 year old girl he met on MySpace

A 20-year-old man is behind bars; accused of sexually assaulting a 13-year-old girl he met on Myspace.

According to Fresno County Sheriff Margaret Mims, 20-year-old Luis Bernabe was arrested on Monday evening at a residence near Valentine Ave.

Mims says her officers were called to the residence regarding an assist to the Kings County Sheriff’s Office. A 13-year-old had been reported as a runaway out of Kings County, and an investigation into the matter led officers to believe the girl may have been with Bernabe.

Detectives had learned that Bernabe and the teen met on MySpace, and had been in contact for several months ago.

Officials say they believe Bernabe drove to Kettleman City Monday morning, where the girl lived, and picked her up, taking her back to Fresno with him. While searching the girls room, her mother found Bernabe’s name and address on a piece of paper and gave it to deputies.

When deputies arrived at Bernabe’s residence they found the girl inside the home, and Bernabe hiding in a bedroom closet. While at the home, deputies learned that Bernabe had sexually assaulted the girl, and arrested and booked him into the Fresno County Jail on sexual assault charges.

Scumbag Judge slaps Pedophile Zbigniew Skopinski with measly 3 years

A 63-YEAR-OLD man who began sexually assaulting a girl when she was just seven has been jailed for three-and-half years.

Zbigniew Skopinski,of Hickling Court, Mansfield, was found guilty on ten sex charges after a five-day trial at Nottingham Crown Court in April.

He abused the girl, who is now 15, on a number of occasions between 1999 and 2008.

Skopinski was convicted of five charges of indecent assault on a child under 14, two charges of indecency with a child, one charge of sexual assault on a child and two charges of inciting a child to engage in sexual activity.

Sentencing him, Judge Michael Stokes QC highlighted the fact that the victim was forced to give evidence against him at the trial.

The judge told Skopinski he would serve half his sentence before release under supervision of the probation service. He is disqualified from working with children and must sign the sex offenders’ register.

Gareth Wheatman, defending, said his client still did not accept the allegations.

Skopinski has suffered two heart attacks and suffers from Type 2 Diabetes.

He is in Nottingham Prison, in a wing for sex offenders, the court heard.

“He describes the last three weeks and three days as horrendous,” said Mr Wheatman.

“He is subject to 23-hours-per-day restriction on him. There’s already been one assault on him.

“He has lost everything he had before. He is 63, in ill-health, and he is a truly broken man.”

Raymond Hewlett – Repeat Sex Offender – Whining Pedophile – Suspect in Madeleine McCann Disappearance

Hewlett was first jailed for 18 months in 1972, after sexually assaulting a neighbour’s 12-year-old daughter.

Six years later in 1978 he was jailed again for four years for attempting to rape a 14-year-old girl after holding a gun to her head.

He was then locked up again for six years in 1988 after he kidnapped and assaulted another 14-year-old schoolgirl.

In March 1988, while he was held at Risley remand centre in Warrington, Cheshire, awaiting trial for the third offence, Hewlett wrote the letters to his 20-year-old daughter Gina.

Raymond Hewlett blamed his young victims for his history of sickening sex attacks, his prison letters show.

Here the Mail reprints some of the self-pitying notes the serial child sex offender wrote from his jail cell to his ‘Darling Daughter’ Gina from 1988 onwards:

‘I do believe there is a God, there has to be something more than this wicked evil world, what I find hard to grasp is why me?

‘Why when I behave like any other normal person do I have to be destroyed?’ he wrote, while on remand in Warrington, Cheshire, awaiting trial for kidnapping and assaulting a 14-year-old girl.

‘What have I done that makes me have to pay over and over again, I still feel as though I’ve been singled out to be tramped on and stamped on like some bloody insect, tell me am I a human being or not?

‘Well my Darling Daughter I just wish I could have a visit with just you or you and your Mum.’

In another letter, Hewlett blames his latest 14-year-old victim for his crimes, and accuses her of lying about her kidnap and assault ordeal.

‘She does not describe the interior of the vehicle correctly, but says the seats were black plastic when they were brown cloth,’ he moaned.

‘She said the car was smaller than a Marina with a front like a Chevette, she’s got loads either wrong on purpose or just forgotten to mention them, and yet everyone describes her as an intelligent girl.

‘She… goes on to say how calm she was because she never panics, I know she doesn’t she even says she was calmer than me, that’s because she had complete control of the situation, I just went along with it,’ he wrote.

‘I seem to be back in the same situation putting my hands up and surrendering, but what’s new, I always get sold down the river.

‘I just wish I knew what was going to happen but I think I already know, more jail maybe for a long time, I’ve lost all faith, truth does not seem important but that’s nothing new. Your Loving Dad xxx’

In another letter he complained:

‘I haven’t got a friend in the world, even my own brother and sisters have turned their backs on me…

‘it’s a good job I’ve got someone like you, mind you was always my favourite girl, the only trouble is you grew up but at least your [sic] still there, people are trying to make me into some sort of monster but you know different Gina.

‘I’ve got so much love to give but every time I give it something seems to go wrong.’

In another letter, Hewlett accused police of laughing at him when he made his statement, adding:

‘I didn’t find it at all amusing.’

And in a letter from Gartree Prison in Market Harborough, Leics, in September 1989, Hewlett even complained to Gina, now 41, about social workers interfering with his family.

He wrote:

‘I’d give anything for you to put your arm round me… and say Dad I love you… Kids don’t matter in this lousy world, when you love your kids and treat them right you get those Social Services B******* breathing down you neck. Why don’t they pick on families that do mistreat kids?’

The letters to his family showed no sign of remorse and Hewlett, now 64, desperately tried to convince his daughter Gina that he was innocent of his crimes.

They demonstrate no understanding of the abhorrent nature of his offences, and no trace of compassion towards his young victims – characteristics which will chill Kate and Gerry McCann as their detectives wait to speak to Hewlett about their daughter Madeleine’s disappearance.

His son Wayne, one of four children from Hewlett’s first marriage to Susan Ginley, said: ‘He was always in denial over what he had done, as if it was somebody else’s fault.’

Malcolm Hewitt – Repeat Sex Offender – Indeterminate Sentence for lifetime of babyraping

A paedophile who was being monitored by police and was already on the sex offenders register, went on to abuse a four-year-old girl.

Malcolm Hewitt, from Newport, south Wales, was given an indeterminate prison sentence for the public protection in 2007 for abusing his young victim.

The 55-year-old was already on the sex offenders register, having been convicted in June 1998 at Wolverhampton Crown Court for indecent assault and gross indecency with underage girls.

Today the Independent Police Complaints Commission (IPCC) said Gwent Police failed to adequately manage Hewitt before he re-offended.

However due to deficiencies across the force, individual police officers would not be reprimanded.

The police watchdog upheld a complaint, adding that the force failed to take appropriate action, ‘endangering the welfare of the children living there’.

They also found ‘organisational failings within the force’s management of sexual offenders’.

IPCC Commissioner for Wales Tom Davies said: ‘Gwent Police’s policies and procedures for dealing with the management of sex offenders at that time were clearly not good enough and the force took action to put this right.

‘The IPCC investigation outcomes and the positive actions Gwent Police has taken in response have been explained to the girl’s family by the IPCC.

‘This little girl has suffered a traumatic experience and I hope that the family take some comfort that lessons have been learned from this to try and stop something similar going wrong in the future.

‘While the IPCC found that two junior officers had failed in their specific duty, we concluded those failings were a symptom of more serious organisational failures which led to the overall poor management of this registered sex offender.’

Hewitt was convicted by unanimous verdict at Newport Crown Court of two charges of indecently touching a child under 13 and one charge of inciting a child under 13 to engage in sexual activity.

The offences came to light after the girl’s mother became concerned at comments she made while being changed one day.

Police and social services were alerted after the girl was examined by the family GP.

The court heard Hewitt lured his victim with sweets and a kitten he owned.

The jury took less than 90 minutes to convict him following a trial in which his young victim had to give evidence via a video link.

In imposing an indeterminate sentence with a minimum tariff of three years imprisonment, Judge Neil Bidder QC said: ‘It is plain to me that you have urges to assault young girls sexually, including an urge to penetrate them.

‘There is a high risk you will continue to seek out and sexually assault young female children.

‘In my judgement, there is a clear risk you will physically injure those children and given your selection in this case of a very young child, there is a substantial risk of causing serious physical risk to young children.’

The IPCC investigation found Gwent Police did not manage Hewitt in line with legislation or force policy.

No evidence of supervision regarding Hewitt during the five years he lived in the Newport area could be found.

Mr Davies added: ‘Gwent Police has fully accepted the IPCC investigation findings and conclusions. I have also agreed with the force that while two police constables would receive management advice, no other individual officer should face misconduct action because of the organisational failings.’

A spokeswoman for Gwent Police said: ‘The crime committed by Malcolm Hewitt was a tragedy for the little girl and her family and we deeply regret what happened.

‘We also regret that there were some things that as a force we could have done better.

‘Gwent Police referred the case to the Independent Police Complaints Commission at an early stage and we fully accept the findings and conclusions of the IPCC investigation.

‘We can confirm that all the investigation findings have been fully addressed by Gwent Police in advance of the publication of today’s report.’

Dr. Marcus Hodge – World Health Organization (WHO) Pedophile – Caught in the act

An Australian doctor working for the World Health Organization (WHO) who was detained for alleged child molestation in the Philippines is not covered by diplomatic immunity, the UN body said.

Marcus Hodge, 47, was arrested by police earlier this month while allegedly molesting a 12-year-old boy inside a parked car in Manila’s Makati financial district.

The WHO said in a statement that Hodge worked as a “programme development and operations officer” at its Western Pacific regional office in Manila.

“In order to clear up any misunderstanding, the WHO would like to point out that Dr Marcus Hodge currently detained in Manila on charges related to sexual offences against children does not have diplomatic immunity,” the WHO said.

Although the charges against Hodge do not directly involve the organisation, the WHO said it was prepared to “fully assist” authorities with their investigation.

Sexual exploitation of a person below 18 years of age is punishable by life imprisonment and a fine of up to five million pesos (105,374 US dollars) under a 2003 law.
