Roberty Bryan Dooley – Repeat Sex Offender – Charged with abducting little girls

A registered sex offender is now a suspect in the sexual assault of two girls who went missing for several hours Monday night, according to a Galveston County Sheriff’s Office statement.

San Leon resident Roberty Bryan Dooley, 46, was arrested during a traffic stop early Tuesday morning in Dickinson on two charges of aggravated sexual assault of a child, according to the sheriff’s office statement.

Detectives believe Dooley is the suspect in the sexual assault of two girls, ages 8 and 12, who were reported missing from the 200 block of 3rd Street in San Leon, according to the statement.

The girls were being watched by an older sibling when they disappeared between 9:50 and 10:30 p.m. Monday.

During a search for the children that lasted into the wee hours of Tuesday, a firefighter spotted a white van in the 100 block of 1st Street drop off the two girls and then drive off, according to the statement. During questioning, detectives learned the children may have been sexually assaulted– possibly at a nearby hotel.

Detectives immediately broadcasted a bulletin to all area agencies to watch for the van, according to the statement. Then a Dickinson Police officer found the van and stopped it on FM 517 near State Highway 3 in Dickinson.

Sheriff’s deputies working the case went there and and identified Dooley as a suspect, according to the statement. He was arrested and transported to the Galveston County Jail, where he is being held on bonds totaling $500,000.

Dooley, whose sex offender registration is current, may have relocated to San Leon from the San Antonio area in late October to find work in the aftermath of Hurricane Ike, according to the statement.

Detectives say they are still trying to determine whether Dooley had contacted the girls before, according to the statement. An investigation is ongoing.

Roman Catholic Baby Rapers & the Church that Enabled them

Independent researchers commissioned by the U.S. Conference of Catholic Bishops issued a report on alleged priestly sexual abuse of children in the United States. It said a total of 10,667 people accused priests of child sexual abuse from 1950 through 2002. More than 17 percent of accusers had siblings who were also allegedly abused. Among accusers, 46.9 percent said they had been abused numerous times.

An Irish report Wednesday detailed decades of child abuse in Catholic-run state schools and orphanages. Following are details of other sexual abuse scandals that have rocked the Roman Catholic Church around the world.

AUSTRALIA – 2008 – In July 2008 Pope Benedict during a visit to Australia apologized for sexual abuse by clergy, condemning it as “evil” and saying abusers should be brought to justice. The comments are believed to be the first time the pope has specifically apologized for sexual abuse by clergy and stated clearly that abusers should be brought to justice.

— At that time there had been 107 convictions for sexual abuse in the Catholic Church there.

AUSTRIA – 1995 – The archbishop of Vienna, Cardinal Hans Hermann Groer, was forced to retire after allegations that he had molested a schoolboy 20 years earlier.

– July 2004 – Austrian News magazine Profil ran pictures of priests kissing and groping seminarians studying for the priesthood at a Roman Catholic seminary in the St. Poelten diocese.

BRITAIN – July 2000 – The head of the Roman Catholic Church in England and Wales, Archbishop Cormac Murphy-O’Connor, acknowledged he had made a mistake while in a previous post in the 1980s by allowing a pedophile to continue working as a priest. The priest at the center of the controversy, Father Michael Hill, was jailed in 1997 for abusing nine boys over a 20-year period.

FRANCE – March 2000 – A court sentenced Abbot Jean-Lucien Maurel to 10 years in prison for raping and sexually abusing three boys. The assaults dated to 1994-96, when Maurel was head of a school in the southern French department of Aveyron.

IRELAND – April 2002 – Brendan Comiskey, one of Ireland’s best-known priests, resigned as Bishop of Ferns over the way he had dealt with allegations of sexual abuse against a priest of his diocese, Father Sean Fortune. Fortune committed suicide in 1999 while facing 66 charges of sexual abuse.

March 2009 – John Magee, bishop of Cloyne in the south of Ireland since 1987, under fire for his handling of reports of sexual abuse in his diocese, quit his daily duties to deal with the inquiry.

POLAND – March 2002 – Archbishop Juliusz Paetz quit following accusations, which he denied, of sexually molesting young priests.

UNITED STATES – 2002 – Boston’s Cardinal Bernard Law, the most senior Roman Catholic official in the United States, resigned over his handling of clergy sexual abuse.

— 2002 – The U.S. Conference of Catholic Bishops directed each diocese to promptly investigate all allegations of sexual abuse.

— September 2003 – Boston Archdiocese agreed to pay up to $85 million to settle lawsuits filed by hundreds of people who said they were sexually abused by clergy.

— February 2004 – Independent researchers commissioned by the U.S.

— In a speech delivered shortly before he was elected pope, the then Cardinal Joseph Ratzinger said the Church had to clean out the “filth” in its ranks.

— In July 2007, the Roman Catholic Archdiocese of Los Angeles agreed to pay $660 million to 500 victims of sexual abuse dating as far back as the 1940s in the largest compensation deal of its kind.

— In August 2008, Chicago’s Roman Catholic archdiocese announced it would pay $12.7 million to settle 16 claims of sexual abuse involving 10 former priests and a school principal. The Chicago church has settled more than 100 cases.

— In April 2008 Pope Benedict met victims of sexual abuse by priests during his visit to the United States in an effort to heal the scars. The U.S. Church has paid some $2 billion in settlement to victims since the scandal first broke in 1992.

Nicholas Thorburn – Child Predator Groomer

PREDATORY sex offender Nicholas Thorburn has been jailed for four years after grooming an infatuated girl and exploiting her teenage crush on him.

Thorburn, 22, of School House Cottages, Louth, was convicted after a trial of two offences of sexual activity with a girl between June and August last year.

The girl had no previous sexual experience when he took advantage of her, Grimsby Crown Court heard.

Judge David Tremberg told Thorburn: “She had a schoolgirl crush on you and you exploited that and exploited her desire for you.

“Over the course of some weeks, you groomed that young girl, at first treating her like a little sister and then play- fighting with her, telling her she was beautiful, telling her you loved her.”

The pair had sex in his car and, some weeks later, Thorburn sought her out again and had unprotected sex with her, taking the risk of infection and pregnancy.

Judge Tremberg said: “She felt used, as she had been.

“The law is designed to protect precocious young girls from their own instincts and to prevent sexually predatory adults like you from behaving as you have done.

“You put the complainant through the unpleasant experience of coming to court and going through this all again.

“There has been no hint of remorse from you.”

Thorburn, formerly of Tunnard Street and Oxford Street, Grimsby, was ordered to register as a sex offender for life and was banned for life from working with children.

Jeremy Lindsay, mitigating, said Thorburn used no force, coercion, threats, violence or manipulation.

He said Thorburn had drunk a considerable amount of alcohol on the second occasion.

He had no previous convictions and they were isolated incidents. He had been in custody for 38 days.

Prevention: Internet Predators – Stopping them because they WON’T

In the NBC series “To Catch a Predator” Chris Hansen opened our eyes to the prevalence of internet crimes against children.

And while Dateline raised our awareness even Chris Hansen feels it did little to reduce the danger.

These guys are not going to go away.

They get these addictions and compulsions.

They get caught up in the chat rooms, then the porn sites and the next thing you know they blur this line between fantasy and reality.

It’s a line blurred by many of the men represented by these red dots.

Each mark indicates where a child sex offender lives in the Twin Ports…

This guy lives on Ogden Avenue he was convicted of first degree sexual assault of a child.

So was this guy, living on Tower Avenue.

This guy on 20th West and Superior Street, sexually assaulted girls between 8 and 15 and this guy living on Wellington Street in Duluth forced a teenager into sexual acts.

Everyone of these red dots indicates a predator who was convicted of sexually abusing a Northland child.

“You think that stuff doesn’t happen here…that it happens in California and New York and Texas and California… We actually see quite a bit of it.”

Take for instance the Chris Dallum case. The Superior man was busted for sexually assaulting a child.

He was probably 32 and the sexual relations started when she was 14 or 15.

The two communicated through MySpace and instant messenger.

During the investigation authorities uncovered hundreds of images of graphic child pornography on Dallum’s computer.

Then there was the case of former Douglas County jail guard Jeff Luckenbill.

He was busted for having sex with a 14-year old girl he met over the internet.

That investigation turned up an extensive cyber relationship with other pedophiles and requests from Luckenbill for advice on how best to groom other children.

How can I make her feel comfortable with me touching her so that she doesn’t tell anybody.

And these people would coach him and give him ideas.

In the course of that investigation we identified 136 pedophile friends of his, all of whom had admitted to molesting their own kids.

“I think that it’s been an explosion of attacks on our children.”

Superior Police Chief Floyd Peters sees it as such a big problem that he has created an elite squad within his department to track and pursue internet crimes against children.

Sgt. Nicholas Alexander and Detective Tom Champagne lead that squad.

“Our police department I think is ahead of most of the agencies in our area, or North of the Twin Cities.”

They are a new breed of officer with math, science and computer degrees.

Skills they need in the cyber crime world.

But there are so many online predators stalking children that no police department can keep up.

“We have to triage just like a doctor does and cases that there isn’t a true victim that we know of may get pushed aside and pushed back for awhile.”

In fact police say there are so many predators stalking children online that no authorities can keep up.

They say the safety of our children on the internet at this point must fall to parents.

The over-worked cyber-sex detectives make time whenever possible to teach parents the dangers kids face online and how best to keep them safe.

This meeting in Duluth left many parents stunned with what their children could be facing online.

Wednesday Barbara will take us to one of these meetings where cyber kid stalkers crawled out of the woodwork before our very eyeys.

Preston Cooper – Repeat Sex Offender – Mails Child Porn to Prisoner

Preston Cooper of Atlanta had spent 15 years in prison for sexually molesting a 5-year-old girl in 1993.

A convicted sex offender is back in trouble with the law after officials say he mailed child porn to a Georgia prison inmate.

Forty-three-year-old Preston Cooper of Atlanta had spent 15 years in prison for sexually molesting a 5-year-old girl in 1993.

Federal prosecutors charged Cooper last week with mailing the child porn images to an inmate at Telfair State Prison.

They say the images were concealed in an Easter card.

Officials say the two knew each other after serving time together at another prison.

Cooper faces up to 40 years behind bars if convicted.

Darren Kawamoto – Attacks Media & Victims – Heads back to Prison

These included threats to cut the throat of the cameramen, and also issued threats to all victims to “track down every one of you and kill you, a life for life sentence.”

Darren Kawamoto, 44, a registered sex offender, was found guilty of six counts of criminal threats and five enhancements of personally using a deadly weapon while committing those crimes by a jury on May 14. A court trial also found true that Kawamoto had previously been convicted of five prior serious felony convictions, and had two prior prison commitments.

After being released from prison from his prior convictions, Kawamoto relocated to the Oakdale\Riverbank area in November of 2008. Kawamoto was required to register his current address due to his status as a sex offender. He registered with the Oakdale Police Department on Nov. 6, 2008 as a transient sex offender with no fixed address. He was also listed on the State of California’s “Megan’s Law” website. The victims of his previous crimes and the general community were concerned that he had returned to their neighborhood and afraid that he would commit further offenses. A neighborhood meeting with local law enforcement was scheduled at the Oakdale Community Center on Nov. 11, 2008 to address those concerns.

News crews consisting of a reporter and a cameraman from TV stations 3(KCRA), 10(News10) and 40(Fox) were dispatched to cover this event. The TV crews learned that Kawamoto was residing at his mother’s house in Oakdale and went there to interview him.

Kawamoto opened the front door and launched on a several minute tirade of verbal abuse and insults to the three news crews. During this tirade, multiple death threats were directed at the six reporters and cameramen present. These included threats to cut the throat of the cameramen, and also issued threats to all victims to “track down every one of you and kill you, a life for life sentence.”

In between the first and second threats, a relative intervened and pulled Kawamoto away. He walked away for a moment, then returned with a box-cutter, re-approached the victims, and brandished it before, during and after the second threats.

The victims began to withdraw from the front porch area, after the first threat and began to depart, and were outside of the front yard when the second threat occurred. They then called 911 and their station representatives and packed up their gear. There was a brief delay in their departure as they discussed whether to wait for the police or depart. While this was occurring, Kawamoto came out of the shadows and began to move aggressively toward them, asking them where they lived, what they did, what they were doing there. At this point, they got in their vans and left.

Kawamoto was previously sentenced to 25 years in prison for a series of violent sexual offenses that he committed in Oakdale in 1987. He was released from prison in 2004. He remained on parole the maximum time possible. He had violated his parole and been returned to prison four separate times. In 1983, Kawamoto was convicted in Alameda County of first-degree burglary and assault with a deadly weapon and imprisoned for seven years.

A sentencing hearing has been scheduled on July 27.

Kawamoto is facing more than six consecutive 25-to-life prison terms under California’s Three Strikes Law.

Jonathan Hipkiss – Filthy Pedo gets 1 year sentence by Scumbag Judge Stokes

HI-TECH police spent a year unlocking a code that allowed them to trap a computer paedophile.

Jonathan Hipkiss, 42, formerly of Southwell, became the first person in Notts, and only the third in the UK, to be convicted of failing to disclose an encrypted key to restricted information.

The married father had refused to hand over the key to a programme that protected his sickening collection of photos and videos, some judged to be grade 5 – the worst category.

A specialist finally unlocked the code 12 months later.

Meanwhile, Hipkiss used a new computer bought for his son to download more images, Nottingham Crown Court heard.

He admitted 15 counts of making indecent photographs and three of possessing them.

Judge Michael Stokes, QC, who sentenced him to a year in prison, said: “You have demonstrated a level of manipulation born out of your profession as a web engineer.

“You were seen by police in March last year. It wasn’t until March this year you admitted you were doing that which has now been demonstrated.”

On one computer, there were 1,286 images categorised at level one – the least serious. There were 74 at level two, 30 at level three, 39 at level four and six at level five.

Describing the images as “absolutely disgusting”, the judge said Hipkiss had lied to his wife of 13 years that he was innocent.

When confronted with the expert analysis, Hipkiss, now of Birchfield Road, Redditch, confessed to his wife and she left him.

Defending, Julie Warburton said: “It took him a year to admit what he had done. What was holding him back was essentially the knowledge that the moment he spoke the truth about these matters, his family would disintegrate.”

And yet he continued doing it!

The charge of failing to disclose an encrypted key to restricted information was only introduced in October, 2007.

Speaking after Hipkiss’s sentencing Detective Sergeant Harry Parsonage, of Notts Police’s e-Crime Unit, said: “This is one of the most complicated examinations of computer files that I have seen in the ten years that I have been in charge of the unit.

“It required an in depth, detailed look into a large number of items over several months.

“Hipkiss was put into a position where he had no choice than to admit what he had done, after our officers had been able to piece together many fragments of evidence to show he had intentionally downloaded and saved these files.”

Detective Inspector Ian Winton, of the Sexual Exploitation investigation Unit, said: “This case shows that no matter what lengths people think they can take to hide child abuse images, we will find them.”

Ruth Allen, head of intelligence for the Child Exploitation and Online Protection Centre, known as Ceop, said: “Any individual who believes they can evade justice will no longer be able to hide behind the technology they use.”

Hipkiss was also disqualified from working with children and must sign the sex offenders’ register for ten years.

Christopher D. Johnson – Repeat Sex Offender – 7 years for child porn

A Salem sex offender was sentenced Tuesday in U.S. District Court to more than seven years in prison after he pleaded guilty to possessing child pornography.

District Judge Garr King sentenced Christopher D. Johnson, 44, to 87 months in prison and a 10-year term of post-prison supervision. He is not currently in custody but will begin serving the term July 2.

Johnson allegedly paid for subscription access to child porn on the Internet. Immigration and Customs Enforcement agents served a search warrant at Johnson’s apartment in November 2007.

On his personal computer they found images and videos of child porn.

At the time, he was on probation for a 2004 child porn conviction in California and was registered as a sex offender with Oregon State Police.

Castration of Sex Pests

Some sex offenders could benefit from being castrated, one of the Government’s leading advisers on the treatment of sex pests has said.

Professor Don Grubin, who is running a pilot on lie detector tests for sex offenders on behalf of the Ministry of Justice, thinks the drastic move could work on a voluntary basis.

The academic, a professor of forensic psychiatry at Newcastle University’s Institute of Neuroscience, is already running a Government-backed programme that offers so-called “chemical castration” for sex offenders where medication reduces an individual’s testosterone levels.

But following a visit to the Czech Republic, where they offer physical castration for volunteers, Prof Grubin believes there is scope to go even further in Britain.

Asked by More4 News whether there is a place for physical castration in Britain, he said: “If you asked me that two years ago I would have said no.

“Having thought a bit about what they say is going on here (Czech Republic), and the way they use it here, I’m coming to the view that there may be a small number of offenders in Britain who would benefit from physical castration offenders who have had medical treatments that have shown it’s helpful for them, and who consent to the idea that this would be very helpful to them.”

He said there are a small number of sex offenders who do request such a move.

But Juliet Lyon, director of the Prison Reform Trust, said such as move would be a “step too far in a justice system committed to humane, decent and effective treatment of offenders”.

“To reduce risk of re-offending, surely we should build on the proven success of sex offender treatment programmes in prison, intensive probation supervision in the community and ‘circles of support’ work pioneered by the Quakers,” she added.

Authorities in the Czech Republic offer physical castration to those sex offenders who request it.

In tonight’s programme, one serial offender referred to only as Vaclav, who assaulted girls as young as 12, said it was the “best decision” he has ever made.

He adds: “On the one hand you have to protect the potential victims and on the other hand I wanted to be protected from myself, I wanted to live like a normal person.”

Prof Grubin is currently running a three year programme that offers drugs to sex offenders to reduce the risk of further offending.

The programme involves jailed sex offenders volunteering to take medication to reduce their testosterone levels to those of prepubescent boys. The result is similar to the effects of castration.

He is also heading up a Government pilot programme to force sex offenders in the Midlands to take lie detector tests when they are released from prison.
