“Mr. Pellerin has three prior felony sex offenses in Vermont, a misdemeanor sex offense in Vermont and a felony sex offense in New Hampshire dating back to the 70s for which he was designated a sexually violent person,” Sand said.

Thomas Pellerin, 59, has been on Vermont’s sex offender registry since the 1990s, though his criminal past dates back even further. The Corrections Department considers him to be a high risk to reoffend. And based on new charges brought Wednesday, it appears that classification was accurate. Pellerin was arraigned on five counts, including lewd and lascivious conduct. He pleaded not guilty to all five charges.

Windsor County State’s Attorney Robert Sand said, “It is alleged that Mr. Pellerin created a scheme where he was posing as area doctors who were allegedly trading sex for drugs. Within that scheme, he allegedly pressured and ultimately forced a 16-year-old to pose for semi-nude photographs.”

Springfield Police say the crimes took place in Pellerin’s Springfield apartment– a spot commonly known to area teens who would go there to get high. The new charges are just the latest in a long line for Pellerin. And because of that, prosecutors are charging him as a habitual offender which carries the possibility of a life sentence.

Because Pellerin could potentially spend the rest of his life behind bars if convicted, he is being held without bail until his trial.

Nora Lee Busby – Repeat Sex Offender – Caught Peeping in Windows


A 45-year-old registered sex offender is facing charges after he was allegedly seen peeping into the windows of a house in the 2600 block of Homan.

Officers were dispatched around 4:50 a.m. Thursday with reports that a prowler was in the area.

Upon their arrival on the scene, one of the officers noticed Nora Lee Busby kneeling beside the residence. Busby fled when he saw the officers; a foot chase ensued.

Busby ran for several blocks before officers took him into custody in the 2600 block of Grim.

Busby was transported to McLennan County Jail where he was charged with evading arrest and window peeping.

John Garrison – Repeat Sex Offender


Kings County District Attorney Charles J. Hynes today announced the sentencing of John Garrison, 37, to 20 years in prison for the October 2007 rape of a 13-year-old girl. He was convicted in February of Rape in the First Degree, Rape in the Second Degree, Sexual Abuse in the First Degree and Endangering the Welfare of a Child. He was sentenced today before Brooklyn Supreme Court Justice James Sullivan.

On the evening of October 3, 2007, the 13-year-old girl was running an errand to a nearby store. As she walked down Glenwood Road in East Flatbush, Garrison was standing in an alley with his penis exposed and tried to engage the victim in a conversation. He grabbed her by the arm and pulled her into the alley between two houses, where he raped her. The girl eventually managed to run to a friend’s house where she told her friend what happened. They went back to the victim’s home where the girl’s father called police.

During the investigation, police found some of Garrison’s DNA on the victim’s jeans which led to his arrest. He was a registered sex offender and was found through the DNA database because he has numerous previous convictions for public lewdness.

Raul Monroy Jr – Repeat Sex Offender – Rapes a Nursing Home Patient

A man who pled guilty to sexually assaulting an elderly woman at a Wichita retirement home will spend almost 12 years in prison.

Judge Gregory Waller handed down the sentence to Raul Monroy, Jr. Wednesday morning.

Investigators say Monroy was already a registered sex offender when he broke into the Cornerstone Retirement Home and fondled an 85-year-old woman back in September. Before that, police say he asked an 85-year-old man for sex.

In March Monroy plead guilty to aggravated burglary, aggravated sexual battery and attempted aggravated criminal sodomy.
