Richard P. King – Repeat Sex Offender – PERVERT


In Delaware County Court on Monday, a convicted Level 2 sex offender was arraigned on eight charges related to allegedly touching an 11-year-old boy’s crotch.

Richard P. King, 57, of Delhi, was charged with two counts each of felony first-degree sexual abuse, second degree sexual abuse and misdemeanor forcible touching and endangering the welfare of a child.

King’s charges stemmed from incidents on July 20.

During a felony hearing in Delhi Town Court on July 24, the boy said he asked King to teach him a wrestling move. He said he had King in a headlock and King put his thumb under the child’s chin to make him release the hold.

The boy said that during the wrestling move, King touched him in the crotch briefly and then added that King touched his crotch again while they were walking. He said he kicked and punched King after the second touch.

King was convicted of second degree promoting prostitution and profiting from the prostitution of someone younger than 16 on March 9, 1992. The charges involved a 14- year-old girl. According to the state sex-offender registry website, his post-release conditions expired in October 2006.

Delaware County District Attorney Richard Northrup said King’s parole was revoked twice after his release from prison.

Delaware County Judge Carl Becker said King “faces the possibility of substantial incarceration in the event he is found guilty on these charges” and increased his bail from $5,000 or $10,000 bond to $10,000 cash or $20,000 bond.

Raul Monroy Jr – Repeat Sex Offender – Rapes a Nursing Home Patient

He was paroled from prison less than three months ago
for an attempted rape conviction from 2003.


A man is in jail after an attack on an elderly woman at a Wichita nursing home. Police say the man suspected in the sexual assault is a registered sex offender.

At 11:45 p.m Tuesday, two employees at the Cornerstone Assisted Living Center noticed a man trying to get in the front door. He couldn’t get in but he didn’t give up.

“He then went to the rear door and forced it open,” said Wichita Police Spokesperson Gordon Bassham.

Once inside, the man went into the room of an 85-year-old man and asked for sexual acts.

When he was denied he went into the room of an 85- year-old woman and sexually assaulted her.

Police arrested 34-year-old Raul Monroy Jr. at the scene for aggravated burglary, aggravated sexual battery and attempted aggravated sodomy.

Monroy is a registered sex offender. He was paroled from prison less than three months ago for an attempted rape conviction from 2003.


According to those in the field, it is not uncommon for sex offenders to repeat their crimes once released.

A new unit in Sedgwick County was recently launched, with the goal of making sure those on the offender registry list stay in line.

“So we can be proactive and go out to be sure people are where they’re suppossed to be. That they are in compliance with regulations. It creates more awareness for the community,” said Unit Commander Seargent Mary Mattingly.

Meanwhile, those with Cornerstone credit staff and police for reacting so fast to make sure the suspect didn’t get away and will now face justice.
