An undercover operation in central Florida resulted in felony charges against 21 child pornography suspects and the recovery of more than 100,000 sexual images and 200 videos of children as young as a month old.

Nineteen of the 21 men are in custody following a six-month undercover online child pornography investigation, according to Polk County Sheriff Grady Judd, and deputies have arrest warrants to apprehend the two remaining suspects.

“It is absolutely despicable,” Judd told ABC News. “It is the absolute worst deviant behavior anyone can imagine.”

One suspect, a 38-year-old car salesman named Joseph Allen, described by Judd as the investigation’s “poster child,” had more than 80,000 child pornography images on his computer alone. Allen admitted to authorities that he had been collecting child pornography for more eight years, Judd said.

Judd declined to provide specific details about how investigators initially found the suspects, but said that sources were able to identify child pornographers and provide enough evidence for the sheriff’s office to obtain search warrants for each of the 21 suspects’ homes. Computers were seized and the computer crimes unit combed them for child pornography.

The suspects, who face various charges, range in age from 17 to 64. There is a busboy, a convenience store clerk, a cook, a handyman and a high school student among them, according to the sheriff’s office. Some have criminal histories, but none of the suspects arrested had ever been convicted of any crimes of a sexual nature.

“And that’s what worries us — it’s the ones we don’t know,” Judd said, adding that his department’s investigation is ongoing. “We don’t know who took these photographs or made these video clips and we don’t know where these child victims are.”

Florida residents convicted of sexual felonies fall into two categories depending on the crime they committed. A “sexual offender” is a person who has one conviction for a felony sexual crime against a child. A “sexual predator” designation must be made by a judge after the person is found guilty of a capital or first-degree felony that is sexual in nature.

Florida law requires predators and offenders to register within 48 hours of moving to a new county. Predator addresses are verified quarterly, while offender addresses are checked out once a year.

While Judd took pride in his department’s undercover operation, he also said he hopes that it will encourage other counties across the country to do the same, adding that the repulsive discoveries investigators made are not confined to Polk County.

“You cannot imagine how reprehensible these folks are and their conduct was,” Judd said. “It should shock the conscience of every person in our society.”

After hearing from that child, police got an arrest warrant for Echavarria for aggravated sexual assault of a child.

“He would tell them it’s just a game, Oh I am just going to tickly you sit here on my lap, but there were sweet innocent children and he stole that,” said Lara.

The hardest part for Lara is she trusted Echavarria and never expected this.

“Little did we know, that he was in there so he could fondle as he threw them into the water, grabbing them from their bottom, boys and littler girls,” Lara said. “It’s disgusting.”

She’s one of about ten family members who have filed complaints with the Mathis Police Department. Charges haven’t been filed on the other cases, but those parents are hurt over what happened.

“Of course I was furious,” said Melissa DeLeon, whose family member was victimized by Echavarria. “What mother wouldn’t be when you trust someone and they hurt your children.”

The family said getting him behind bars is one half of the battle, but once he gets inside of a courtroom they said they hope he pays for what he did to his alleged victims

“He deserves to be in prison, wasting our tax dollars, but he needs to be away from children period,” said Lara.

“The only thing I can say is that he needs to be caught and we will not rest until he is caught,” DeLeon said.

He allegedly possessed the images Dec. 12 on computer disks at an address in Schenectady, according to papers filed in court. Papers do not indicate the address.

Stekeur is listed on the state sex offender registry as a Level 2 risk to reoffend.

He had been free since 2002, after serving 14 years of a 7 to 21 year sentence on the sodomy conviction, records show. His release then came as a function of serving two-thirds of his maximum sentence.

He has since been sent back to prison to complete his sentence. He arrived back in state custody Jan. 15. He is expected to be held in state custody until the maximum expiration of his sentence, scheduled for April 2009 regardless of the federal charge.

Stekeur was convicted by a Montgomery County Court jury in March 1985 of first-degree sodomy and endangering the welfare of a child. The jury found he had deviant sexual intercourse with a 3 1/2-year-old child.

Chances are sexual predator Brian R. Gillingham won’t be returning to Englewood after serving his 11-year sentence for gross sexual imposition of a 6-year-old boy.

Last month, the U.S. District Court approved the forfeiture of Gillingham’s house to the federal government.

“I believe this was the proper outcome,” assistant U.S. Attorney

Pamela Stanek said. In arguing for the forfeiture, Stanek said, Gillingham needed the privacy of his house to commit crimes, including child pornography.

“We frequently use the federal forfeiture laws in child pornography cases to take the instruments of the crime — computers, printers, video cameras,” she said. “But this is the first time we’ve taken a house.”

Gillingham, 41, was convicted in 2004 of the sex charge, plus seven counts of pandering obscenity involving a minor and one of possession of criminal tools — the computer.

He was sentenced to 11 years in prison and labeled a sexual predator. It was not his first prison term. In 1995, Gillingham was sentenced to three years in prison on federal child porn charges.

The forfeiture brought some relief to Englewood officers.

“He can’t come back to our neighborhood,” said Mark Brownfield, the city’s police chief.

Sgt. Mike Lang, who was the lead investigator in the case, called Gillingham a “monster given the forethought and planning that went into satisfying his depraved sexual fetish.”

“He has other houses in other jurisdictions,” Brownfield said. “Hopefully, he won’t be back to Englewood.”

Gillingham’s house on Park Vista has no liens and is assessed at $140,830, according to the Montgomery County auditor.

The city hopes to get the majority of the proceeds from the sale of the house.

According to the auditor’s Web site, Gillingham owns another house on Meadow Side Lane in Sugarcreek Twp.

Stephen John Laing – Can’t leave that Child Porn alone

New Zealand –One of the country’s worst child porn offenders has been jailed for five years after he was found with thousands of child porn photographs and movies.

Some of the pictures showed children only a few weeks old being raped.

Stephen John Laing, 25, a computer technician from Massey, had pleaded guilty to 56 representative charges of possessing and distributing child pornography.

It was his fourth conviction.

The Department of Internal Affairs told Waitakere District Court today Laing was convicted last July for the third time but while he was on bail waiting to be sentenced, the department received information that he continued to offend.

The court heard that the department considered Laing’s offending to be the most serious of its kind so far in New Zealand because of its “recidivist and brazen” nature.

During his sentencing today, the court heard the publications indicated significant depravity.

“Children from as young as six weeks through to 12-years-old were depicted in sexual positions and being sexually abused, including the rape of a baby and four-year-old girls.”

Attempts at rehabilitation had failed. Laing was expelled from a programme for sex offenders because he continued to offend while he had treatment.

The charges were laid after Canadian police told New Zealand authorities a New Zealander was advertising on an internet group devoted people interested in child sexual abuse.

He asked people to send him photographs of children and used the name “dad with newborn”. He claimed to have a baby and young niece.

In court, prosecutor Phil Hamlin said for the department that Laing did not simply trade in objectionable material.

He went further, initiating the creation of new publications which encouraged further sexual abuse of vulnerable young children.

During an on-line chat with similar offenders, he asked the person to write a message on the baby’s nappy and in another on-line chat he asked for a picture of a toddler holding a customised message for him.

Mr Hamlin told the court it was accepted Laing was not the photographer but had it not been for his requests, further child abuse would have been avoided.
