Prosecutors say a Houston man who served five years for molesting two boys molested a third as soon as he got out of prison.

That means J.W. Milton Adams could go to prison for life.

Under a new law that went into effect in September, repeat sex offenders are required to receive automatic life sentences.

It’s called “Jessica’s Law,” and it’s one of the toughest sex crime laws in the nation.

A Westland man was charged Tuesday with criminal sexual conduct amid allegations that he had molested his great-niece.

Raymond Lawrence Perkins, 55, was arraigned Tuesday afternoon before 18th District Court Judge Sandra Cicirelli on two counts of second-degree criminal sexual conduct involving a child younger than 13 years old.

According to Sgt. Debra Mathews of the Westland Police Department, Perkins allegedly sexually assaulted his then-6-year-old great-niece in 2001 when she came to the home he shared with his sister— the girl’s great aunt—and another family member for babysitting while her mother was at work.

“It is something that came out recently,” said Mathews.

The child, now 12 years old, began to speak out about the alleged assaults late last year. Her allegations are not the first time that Perkins has been accused of incestuous molestation.

“He was previously convicted in 1987 of molesting a nephew,” said Mathews.

When the previous court case originally came to light, she said that several other family members claimed that Perkins had allegedly abused them in the past as well. However, the delay between the alleged abuses and the allegations that they had occurred meant that the additional claims did not prompt further charges.

“The allegations were not made until it was too late to do anything about it,” said Mathews.

Cicirelli upheld the arraignment and set the bond amount at $1 million. Proceedings will resume on Feb. 14 when Perkins is expected to undergo preliminary examination. At the preliminary hearing, the burden is on the prosecution to convince a judge that there is sufficient evidence against a defendant to warrant a trial.

According to Mathews, the prosecution is also considering levying additional charges including a habitual offender charge against Perkins in the future.

In a related case, one of the child’s uncles currently faces assault charges after allegedly attacking Perkins when he learned that the older man had allegedly assaulted the girl.

A registered sex offender was arrested again Saturday for allegedly raping a child and taking indecent liberties with a child.

Douglas Wayne Parsons was first arrested in 2003 for taking indecent liberties with a minor.

Parsons is now in the Union County jail under a $500,000 bond. His first court appearance is set for next month.

A registered sex offender who ran a downtown store that became a hangout for young people has been charged with sexually assaulting three girls and abusing two others.

A criminal complaint filed Thursday against Scott E. Ziegler, 37, in Waukesha County Circuit Court accuses him of harboring runaway girls at his Waukesha apartment and giving the girls drugs and alcohol in exchange for sexual favors.

Some of the girls met Ziegler through the store and hung out there and at his home, according to the complaint.

The store, which was named Twisted and closed in November, also sold pornographic magazines and videos, the criminal complaint said.

Ziegler had pleaded no contest in September 1989 to arson and second-degree sexual assault. But John Dipko, a spokesman for the state Department of Corrections, said Ziegler’s supervision in that case ended in August 2006.

Ziegler was charged Thursday with repeated sexual assault of a child; two counts of second-degree sexual assault; second degree sexual assault, use of force; two counts of child enticement; three counts of interfering with child custody; and five counts of child abuse, intentionally causing harm.

Ziegler is being held in the Waukesha County Jail in lieu of $100,000 bail.

David Lee Foltz – Repeat Sex Offender


The man arrested for allegedly assaulting a woman in Falls Church on Wednesday night is a registered sex offender who was convicted of rape and sexual battery in two separate Fairfax County court cases.

Local investigators say David Lee Foltz, 40, is also a suspect in 11 other similar attacks in Fairfax County, Alexandria and Falls Church.

“We are definitely interested in questioning him,” Falls Church spokeswoman Nicole Gobbo said.

According to Fairfax County records, Foltz’s prior convictions for rape and sexual battery came in 1990. Virginia records show he was registered as a sex offender in the state in 1998.

Fairfax County police officers were patrolling the 600 block of Hillwood Avenue at 7:30 p.m. Wednesday when they saw Foltz allegedly assault a female victim from behind and drag her into the woods.

The officers detained him until Falls Church police arrived and charged him with abduction with intent to defile and sexual battery.

Foltz told an Arlington County judge Thursday that he did not understand the charges.

“All I did was tackle her,” he said.

Foltz was being held in Arlington County Jail on Thursday.

Eleven sexual assaults have occurred in the Fairfax-Alexandria area since August, the most recent of which occurred Tuesday when a 29-year-old Falls Church woman was assaulted while walking on Lee Highway in Falls Church.

David Gervin – Repeat Sex Offender


A registered sex offender is charged with armed kidnapping and attempted sexual battery after police say he forced a 55-year old homeless woman into an alley at knifepoint where he tried to rape her, but her screams for help were heard by an alert resident who called police.

According to the Broward Sheriff’s Office, a resident who lives near 330 East Dania Beach Boulevard heard a woman screaming for help around 5:00 a.m. Saturday morning.

When BSO Deputy Eric Rodriguez arrived on the scene, he spotted 26-year old David Gervin trying to sexually assault the woman.

Deputy Rodriguez acted quickly but quietly and approached the suspect and victim. When he was just feet away, the deputy jumped put and startled Gervin who tried to run away but Rodriguez tased the man and took him into custody.

The victim was treated on the scene for minor cuts.

BSO investigators say Gervin is a registered sex offender from Palm Beach County. His original charge was from North Carolina and he’s also a known “Bloods” gang member from North Carolina.

Gervin is facing charges for armed kidnapping and attempted sexual battery.
