Sex offender’s movements will be tracked

Spackenkill school district parents were assured during a forum Monday night that the movements of a Level 3 sex offender living in their community are being tracked.

The forum was moderated by a panel of law enforcement, mental health and victim advocacy officials. It was organized in response to the release last month of Town of Poughkeepsie resident James Colliton from jail.

Colliton, formerly a lawyer in New York City, pleaded guilty to having frequent sex with two underage girls who were supplied to him by the girls’ mother.

Colliton gave gifts and money in exchange for the encounters. He received a sentence of one year on each count to run concurrently, but was released from Rikers Island on time served.

Colliton is a Level 3 sex offender, the most severe designation given by the state for sex offenders, and is required to check in with Poughkeepsie town police every 90 days.

Colliton has five children who attend the Spackenkill school district. He is not restricted from most public places.

Senior Assistant District Attorney Marjorie Smith said sexual offenders are tracked at least once every three months to see if they are still at the addresses listed on the state’s sex offender registry. She said sexual offenders go through a good amount of intense therapy before they are released from probation.

“This is not feel-good therapy like you would do if you want to quit smoking,” Smith explained.

Smith said parents need to be vigilant in monitoring who interacts with their children. She said instances are rare in which the victims and an offender are strangers.
